Thunder Bay Pulp & Paper (TBPP) is a leading northern bleached softwood and energy producer. Located on Lake Superior, the Thunder Bay mill has been a landmark company of Northwestern Ontario since 1924. In August 2023 Atlas Holdings established Thunder Bay Pulp & Paper as an independent pulp and power operation, joining Atlas’ global family of manufacturing and distribution businesses.

The Human Resources Business Partner (HRBP) is a strategic partner to Operations, responsible for shaping and executing people strategies that drive safe, reliable, and efficient mill performance.
This role operates as a business-facing HR leader, translating the mill’s operating strategy into actionable workforce plans across talent management, organizational design, and employee relations. The HRBP diagnoses organizational challenges, identifies capability gaps, and implements practical, data-driven solutions that improve workforce effectiveness and operational outcomes.
The HRBP works with a high degree of autonomy, influencing leaders at all levels to strengthen accountability, improve performance, and build a resilient, high-performing workforce aligned with the mill’s long-term direction. This position reports to the Director of Human Resources.
Key Responsibilities
Strategic HR Partnership
- Partner with leaders to align people strategies with operational and business priorities.
- Provide guidance on workforce planning, organizational design, succession planning, and leadership development.
- Act as a trusted advisor on complex workforce and organizational challenges.
Workforce Performance & Continuous Improvement
- Identify workforce trends and challenges, including absenteeism, turnover, and productivity gaps.
- Lead root cause analysis and implement practical solutions to improve workforce effectiveness.
- Strengthen performance management practices through goal setting, accountability, and employee development initiatives.
Employee & Labour Relations
- Support employee and labour relations strategies within a unionized environment.
- Lead investigations, disciplinary matters, and grievance resolution.
- Ensure consistent application of company policies, collective agreements, and employment legislation.
Employee Engagement & Culture
- Support initiatives that strengthen employee engagement, communication, recognition, and workplace culture.
- Partner with leaders to build high-performing teams and promote accountability and fairness across the organization.
Data & Business Insights
- Analyze workforce metrics and trends to support informed business decisions.
- Translate data into actionable recommendations and monitor the effectiveness of workforce initiatives.
Your Profile:
· Post secondary education in human resources, business administration, commerce or a related field.
· 3+ years of progressive human resources experience in industrial manufacturing.
· Experience in a unionized environment with strong understanding of collective agreements.
· Strong proficiency in Microsoft Office, experience using AI tools to enhance productivity is an asset.
· Strong working knowledge of employment standards, human rights and labour legislation is required.
· Proven excellent communication and organizational skills.
· Superior collaborative and teamwork skills with the ability to quickly shift priorities to meet organization requirements collectively.
Compensation:
· This is a salary position in the range of $90,000 to $110,000 depending upon experience plus an annual bonus.
