| What we are looking for
The Director, Product Enablement: Governance and Go-To-Market (GTM) Oversight plays a pivotal role in bridging the gap between product strategy, development, and execution in a complex, highly regulated environment. This individual does not directly manage product lines; rather, they act as a “force multiplier,” building the systems, processes, and frameworks that enable product teams to execute efficiently, consistently, and with compliance rigor.
This role ensures the seamless delivery of innovative products from concept to launch by working across stakeholders to implement, monitor, and evolve integrated processes. The Director upholds robust business controls across the product portfolio and maintains effective marketing and communication frameworks. The incumbent will lead a team and cross-functional committees, establishing best practices in product development and management lifecycles, risk identification and mitigation, and product brand positioning. Metrics (KPIs and KRIs), data, and analytics will be developed and integrated across appropriate aspects of the product development and management disciplines.
This role will work closely with and ensure operational continuity for the Director, Product Enablement: Business Controls and Data. Collectively, these Product Enablement roles translate complex product and regulatory information into clear, actionable insights for diverse audiences, ranging from internal teams to government officials. This partnership ensures that product ideation, prioritization, and development follow a well-documented, understood, and disciplined process that is created, deployed, and overseen by the Product Enablement team. The Director will oversee a team that acts as an internal consulting unit, ensuring that product strategies, corresponding roadmaps, and eventual development and deployment plans are not only created but also understood, adopted, and monitored against KPIs.
Responsibilities of the Director, Product Enablement: Governance and Go-To-Market (GTM) Oversight include:
Product Enablement Leadership
- Build the Product Enablement function from the ground up, establishing a scalable Product Operational Framework for planning, launch, and performance measurement.
- Design, develop, and document a comprehensive product development framework (e.g. stage-gate) and related processes tailored to the organization's strategic objectives and product portfolio.
- Define clear criteria, (assessments, analysis, financials, etc.) and decision points for each stage of the product lifecycle, working collaboratively across the organization for the downstream criteria, assessments, etc. including templates and best practices to drive consistency and discipline across product teams.
- Establish a governance methodology and implement governance committees to oversee reviews, approvals, and escalations enabling consistent standardized reporting at decision points and overall execution status in aggregate and per initiative. Monitor adherence and provide support and guidance across the organization.
- Manage the product technology stack (e.g., Jira, Confluence, analytics tools) and generate data-driven insights that inform product strategy and decision-making.
- Identify and eliminate operational bottlenecks that impede product execution and delivery.
- Manage the Payment Product annual budgets, executive and other presentations and communications.
Product Roadmap Management
- Develop and maintain a repeatable, transparent framework for roadmap development, planning, and prioritization. Continuously evaluate the effectiveness of the framework and components using performance metrics, stakeholder feedback, and industry benchmarks, with the intention of robustness but not undue bureaucracy.
- Establish clear cadences for roadmap alignment (e.g., quarterly planning) and ensure goals and OKRs link directly to roadmap initiatives. Establish, track, and report a standard set of metrics for product lifecycle delivery overall and for respective components, as appropriate.
- Owning and optimizing the product management tool ecosystem, from road mapping to analytics, ensures a single source of truth.
- Maintain a holistic portfolio view across all products and initiatives, providing senior leadership with data-backed reporting on progress, dependencies, and alignment with corporate priorities.
Product Communications, Go-To-Market & Knowledge Management
- Develop a go to market framework outlining and executing on the considerations for implementation and launch of new product initiatives or extensions, providing guidance to the Product teams for robustness, standardization, and measures of success for product launches.
- Guidance, support and materials for the creation and defining key messaging, product branding, stakeholder engagement (internal and external) plans.
- Lead a cohesive communications and documentation strategy for product releases, updates, and enablement materials that integrate and align with stakeholders and overall business strategy and product positioning.
- Oversee creation and management of all product-related content (internal release notes, FAQs, training modules, and digital collateral).
- Develop and deliver training programs for internal teams, external partners, and members.
- Serve as the central coordination point for product communications to ensure clarity, accuracy, and timeliness across the organization.
- Develop an end-to-end Ecosystem Partnership Program inclusive of contracts, RACI, processes, communications, pricing, metrics and management reporting working across internal and external stakeholders.
Cross-Functional Collaboration
- Build the operational infrastructure (process and governance constructs) that supports execution (i.e. cross functional tools and processes for product related risk assessments, technology L0 estimates etc.)
- Create structured pathways for emerging product concepts to transition into core product portfolios, ensuring learnings are captured and shared.
- Translate technical and regulatory product details into business-friendly communications and training for members and stakeholders.
- Establish a governance process to oversee the regular review, reporting, and escalation within the overall product initiative and aggregate reporting, as appropriate, including the MoR and Business MBR, and other management reporting as required.
Leadership, People and Team Development
- Develop, implement, and maintain a divisional strategy in line with the organizational strategy, designed to enhance or reliably sustain existing services over the longer term, and to proactively identify opportunities for new or amended services.
- Provide strong leadership to the divisional team, ensuring the necessary tools and support are in place to enable the team to be successful.
- Monitor and measure performance of divisional goals against Payments Canada’s strategic goals, as well as plans in support of the corporate scorecard.
- Attract and retain professionals with the skill sets and competencies needed to deliver Payments Canada’s strategic priorities.
- Responsible and accountable for all aspects of the talent management cycle (i.e., workforce planning, recruitment, performance management, staff development, succession) for the team, including developing group and individual development plans for team members to support a culture of continuous learning and development.
- Provide leadership to the team through the creation of a compelling vision and ensure that the necessary tools and support are in place to enable the team to succeed.
- Champion Payments Canada’s culture, both internally and externally.
- Establish and operate within budget and ensure compliance with budgetary and financial administration requirements.
- Encourage an open and energetic working environment and, by example, demonstrate that the team supports the entire organization to meet internal/external objectives.
| What you need to be successful
- Undergraduate or graduate degree in Business, Economics, or a related discipline.
- Minimum of ten (10) years of experience in Product Management, Product Operations, or Product Enablement within the payments/financial services sector, including a minimum of ten (5) years of experience in a people leadership role.
- Proven success implementing scalable product frameworks and process improvements.
- Experience within regulated sectors, such as financial services, payments, fintech, or government.
- Demonstrated expertise in establishing and scaling product governance and operational systems.
- Experience embedding regulatory and compliance controls directly into the product lifecycle.
- Strong proficiency with data analytics and performance measurement, including defining and generating actional insights.
- Exceptional written and verbal communication skills, including the ability to present complex ideas clearly and persuasively.
- Proven ability to lead and inspire cross-functional teams, fostering a collaborative and innovative environment.
- Strong problem-solving orientation, capable of navigating ambiguity and driving clarity in fast-paced, evolving environments.
- Eligibility to obtain and maintain a Government of Canada Reliability Status Clearance and can successfully complete enhanced background checks that may be carried out by Payments Canada.
| Salary range
Our target starting rate for this role is $143,650 with flexibility based on your experience and qualifications. The full salary range and benefits package are detailed below.
