Are you looking for an exciting opportunity with a new program in Alberta Energy? The Site Rehabilitation Program (SRP) is administered by the Alberta Department of Energy and provides funding in the form of grant payments to the oil field services sector to abandon, and/or reclaim upstream oil and gas infrastructure. The program objectives are to increase employment in this sector, while also decreasing the environmental liability associated with oil and gas development.
The primary responsibility of this position is to lead a team of reviewers assessing SRP applications submitted to the Department of Energy under the government's new Site Rehabilitation Program (SRP). This includes the teams assessing new applications for eligibility under the SRP Program rules, and approved applications for compliance as per the existing rules at the time of submission.
In support of the Program, this position will implement business processes and systems to assess applications in accordance with the requirements of each increment period, while maintaining minimum due diligence standards. The Group Lead will work in collaboration with the Manager, Applications Review and other program personnel to refine and implement workflows and processes to ensure that all application-processing tasks meet Program rules, schedules as well as the GoA's auditability and due diligence standards.
The position will manage a team of reviewers to process applications in each Program period, and assess eligibility for grant funding in accordance with the respective eligibility criteria while maintaining conformance with the Department's established rules and requirements. This position will work with and report to the SRP Applications Review Manager and Program management in order to ensure that the application processing methodology is standardized and all applications processing interpretations are consistent with the Department's legal guidelines and Program Management objectives.
The Group Lead will be responsible for managing team schedules and workload requirements, in order to ensure that major applications review and quality assurance/control milestones are achieved.
University graduation in geology, engineering, law, commerce, or accounting, or other related field plus four (4) years of progressively responsible related experience is required.
A demonstrated understanding of contract law and invoicing/accounting practices is required. Demonstrated experience with funding programs, including reviewing contracts and applications for compliance to funding criteria through to approval, is required. Experience with program and system development and implementation is also required. Demonstrated experience of upstream oil and gas industry, preferably within the environmental remediation and reclamation industry, is required. Understanding of the associated terminology with the program and the work, is required.
Proven experience with project management principles and tools will be required. Proven leaderships skills, including assigning and monitoring work and workloads, using demonstrated interpersonal communication skills and problem solving skills is required. Demonstrated ability to communicate in writing and verbally is required. The proven ability to analyze, interpret and think critically, coupled with the ability to respond and make appropriate decisions is required.
Proven experience with MS Office tools, in particular with Excel and SharePoint is required.
