Enterprise Architect - Healthcare
THE OPPORTUNITY
Total Systems Solutions Consulting Inc. https://totalsystems.ca is seeking Enterprise Architect to work for our public sector at the Provincial Health Authority in the Province of British Columbia. You must be available 100% to work remote full-time 40 hours per week with availability Monday to Friday from 8:00am to 5:00pm in the Pacific Time Zone.
The consultant is expected to start ASAP and the contract length is 2 years.
Project Context
Digital Health Innovation (DHI) delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.
DHI is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable our BC health system more effectively digitally and virtually. PDHIS brings together many organizational units from different parts of PHSA into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.
Service Required
We are seeking an experienced Enterprise Architect to lead the design and evolution of the Intelligent Care Platform (ICP), a cutting-edge solution focused on chronic disease management, initially for Childhood Type 1 Diabetes (T1D). The ideal candidate will play a pivotal role in ensuring ICP's architecture is scalable, modular, cost-effective, and future-proof, supporting the platform's expansion to address additional chronic conditions.
Key Responsibilities:
- Architectural Design & Strategy: Develop and maintain a lean, cloud-native architecture using modular, microservice-led design principles, ensuring scalability, performance, and cost-efficiency.
- Platform Integration & Future-Proofing: Design and implement a flexible, pluggable architecture to enable seamless integration with external systems (e.g., medical devices, authentication systems, and registries) and facilitate future growth.
- Data Governance & Management: Establish data governance frameworks to ensure data integrity, privacy, and ownership across the platform, aligning with regulatory standards.
- Collaborative Ecosystem: Foster collaboration between cross-functional teams (engineering, research, clinical experts) to design features that integrate data-driven insights with care recommendations.
- Continuous Improvement & Research Enablement: Lead the design of data analytics and research tools, enabling adaptive decision-making and AI/ML model improvements over time.
- User Experience & Performance Optimization: Work with UX/UI teams to create intuitive user experiences while ensuring optimal performance and load management across the platform.
- Cloud Infrastructure & Cost Optimization: Ensure ICP infrastructure is optimized for an Open Cloud environment, balancing performance, scalability, and operational cost.
Consultant Qualifications
- Proven experience as an Enterprise Architect or Solutions Architect in healthcare or technology platforms, ideally in chronic disease management or clinical systems.
- Strong expertise in cloud-native architecture (e.g., AWS, Azure), microservices, API management, and modular design principles.
- Deep understanding of data governance, security, and privacy, particularly in healthcare contexts (HIPAA, PHI, PII).
- Familiarity with integration patterns for wearables, clinical systems (FHIR), and other healthcare data sources.
- Experience designing scalable, high-performance systems with a focus on cost-efficiency and future-proofing.
- Expertise in system orchestration, data aggregation, and AI/ML-driven analytics.
- Strong leadership and communication skills, with the ability to work in a collaborative, multi-disciplinary environment.
Preferred Qualifications:
- Experience with AI/ML applications in healthcare, particularly in chronic disease management.
- Familiarity with regulatory frameworks and data interoperability standards (e.g., HL7, FHIR).
- Background in research analytics and dashboarding tools for healthcare insights.
