AtkinsRéalis is seeking a Consultant Sénior SST to support the Cadence – Alto project, a major high-speed rail infrastructure project in Canada. This strategic role is responsible for the design, implementation, and oversight of an OHS management system covering all phases of the project lifecycle, in close collaboration with key partners and public authorities.
The successful candidate brings extensive experience in major infrastructure projects and demonstrated expertise in OHS management systems. The role requires a high level of influence, strong professional rigor, and the ability to operate effectively in a complex, multi-stakeholder, and fast-evolving environment.

Design, implement, and continuously improve a project wide OHS management system (OHSMS), aligned with ISO 45001 and ISO 14001 standards.

Anticipate and manage OHS-related legal, contractual, and operational challenges within a public-private partnership context.

Define and deploy OHS execution strategies tailored to the different phases of the project (studies, early works, construction, operations, and maintenance).

Influence stakeholders (clients, partners, contractors, authorities) to ensure a high level of OHS compliance and performance.

Contribute to the development and integration of Safety by Design principles into engineering and design activities.

Develop and recommend an OHS organizational structure aligned with project phases and strategic objectives.

Provide strategic and operational OHS advice to project teams and leadership.

Establish and oversee key OHS tools and deliverables, including:

OHS Master Plan.

Risk Register.
-
Surveillance and Audit Program.
-
Performance analysis and dashboards.
-
Training Program.
-
Contribute to project risk analysis and ensure effective follow-up through a proactive and structured approach.

Support management reviews and project OHS governance processes.

Minimum of 15–20 years of experience in occupational health and safety, including significant leadership experience on large and complex infrastructure projects.

Proven experience in a strategic OHS leadership role (director level or equivalent), with accountability for OHS deployment and performance across a program or portfolio.

Recognized expertise in the design, implementation, and optimization of OHS management systems (ISO 45001, ISO 14001).

Significant experience in complex partnership structures (PPP, consortiums, joint ventures), with the ability to navigate governance, contractual, and risk allocation challenges.

Demonstrated experience in transportation, rail, or major linear infrastructure projects, including design, construction, and operations phases.

Proven ability to influence at the executive level, including managing sensitive or high-risk situations.

Strong expertise in large-scale risk management, including risk register structuring, trend analysis, and governance mechanisms.

Experience integrating Safety by Design principles into project delivery and participating in design review processes.

Expert knowledge of OHS regulatory frameworks in Quebec, Ontario, and at the federal level, with the ability to interpret and influence their application in a project environment.

Excellent strategic communication skills in both French and English, with the ability to clearly convey complex issues to diverse audiences. *

High level of autonomy, sound professional judgment, and the ability to operate effectively in high-pressure, ambiguous, and highly visible environments.
- Member of the Canadian or Global Leadership Team: This position requires knowledge of a language other than French, namely English, as it involves collaboration with members of the Canadian or global leadership team located outside Québec.
