JOB DESCRIPTION
Reporting to the Director – Infrastructure Project Management and working closely with Project Managers, the incumbent actively contributes to the planning, coordination, and execution of infrastructure projects. They are involved in all stages of the project lifecycle, ensuring the monitoring of costs, schedules, documentation, and on-site work, and are fully responsible for smaller-scale projects assigned to them. In doing so, they contribute to the maintenance and modernization of the Port of Québec’s facilities.
Direct Project Management
- Plan, manage, and oversee assigned projects from definition through to completion;
- Prepare tender documents for consultants, suppliers, and contractors, ensuring quality, consistency, and compliance;
- Administer contracts, including monitoring contractual obligations, deliverables, change orders, and payments;
- Ensure adherence to project scope, budget, schedule, and quality requirements;
- Coordinate professionals, contractors, and suppliers, and manage both internal and external stakeholders;
- Identify, analyze, prioritize, and monitor risks, and recommend mitigation measures;
- Ensure compliance with health & safety, environmental, and regulatory requirements.
Coordination and Contribution to Complex Projects
- Support the planning, coordination, and execution of complex projects;
- Analyze, consolidate, and structure information required to define project needs, objectives, and issues, in collaboration with the Project Manager;
- Take responsibility for specific aspects such as contract follow-up, technical coordination, and cost and schedule monitoring;
- Coordinate communications between internal teams and external firms, and contribute to the supervision and review of engineering designs;
- Participate in the preparation of tender documents and bid evaluation;
- Identify, analyze, prioritize, and monitor risks, and recommend mitigation measures in collaboration with the Project Manager;
- Monitor consultant, laboratory, and contractor mandates;
- Coordinate site supervision carried out by external firms;
- Contribute to the management of non-conformities and corrective actions.
Contractual and Administrative Management
- Contribute to the contractual management of projects, including contract administration and monitoring of obligations, amendments, and payments;
- Prepare progress reports, technical notes, and governance deliverables required for project oversight;
- Ensure proper management, updating, and organization of project documentation in collaboration with the project team.
Continuous Improvement
- Participate in improving project management and asset management practices and tools, and support their implementation within the team;
- Contribute to the preparation of studies, technical reports, and follow-up notes supporting continuous improvement and decision-making.
PROFILE
- Bachelor’s degree in Civil Engineering, Civil Engineering Technology, or a relevant combination of education and experience;
- Minimum of 6 months to 1 year of experience in project management or infrastructure project execution;
- Good knowledge of applicable standards and regulations (an asset);
- Strong proficiency in Microsoft Office and comfort with digital project management tools;
- Proficiency in AutoCAD Civil 3D;
- Ability to manage multiple files simultaneously and set priorities effectively;
- Demonstrate rigor, strong organizational skills, attention to detail, teamwork, and effective communication skills (both verbal and written);
- Show adaptability and initiative in carrying out assignments.
