Position Purpose:
Reporting to the Lead Functional Architect, the CC&B Application Specialist performs advanced Oracle Customer Care & Billing (CC&B) solution design including development, planning, coordination, analysis, troubleshooting, testing and implementation of solutions to meet business requirements to support the Oracle CC&B application and related meter-to-cash processes. The CC&B Application Specialist proactively investigates, interprets and articulates business requirements, processes, and industry opportunities to recommend IT solutions that can be applied. The CC&B Application Specialist analyzes user requirements to design and implement process and system solutions for CIS systems, technologies, and ancillary systems.
Responsibilities:
- Role will analyze current and future business processes, proposing enhancements, and actively contributing to the design of new systems within the solution architecture. This includes recommending improvements to existing processes and actively participating in the design phase of new systems.
- Lead and responsible for the identification of business requirements and refining complex business processes utilizing the CIS system. This involves consulting with end-users, clients, and senior management to ensure their input is considered. Additionally, role will develop templates to effectively document requirements and specifications for future reference.
- Lead design, development and implementation of new business processes, enhancements, and new regulatory changes/regulations
- Responsible for the identification of key integration points between CC&B and other auxiliary systems as well as other business stakeholder applications
- Lead design sessions in prototyping new systems and solutions for the purpose of enhancing business processes, operations, and information process flow
- Leads the research and recommends emerging functional processes, enhancements, and technologies
- Stays current with leading trends for the Oracle CC&B solution by participating in Oracle user groups, conferences and offered training
- Develops business and systems processes using case scenarios, workflow diagrams, and data models to identify strategies, risks, and options to meet stakeholder needs
- Creates the development and documentation of business requirements, functional specifications, business scope and design in coordination with business user and vendor
- Leads technical staff and other subject matter experts to develop and document technical specifications to support business requirements.
- Review and analyze the effectiveness and efficiency of existing productionized systems and develop strategies for improving or further leveraging these systems
- Develops, executes, reports, and documents test plans to check process and system performance. Leads the planning and coordination of system implementations, enhancements, and change requests in adherence to release management framework.
- Designs and implements redundant systems, policies, and procedures for disaster recovery and data archiving to protect integrity of data assets and business continuity.
- Coordinates database access and performance issues in collaboration with vendors and end users
- Develops, documents, and communicates operating processes for system and software management using best practices
- Coordinates the testing and implementation of new business processes as per implementation plans
- Works with Organizational Change Management as subject matter expert to prepare training manuals and presentations for end-users
- Provides technical expertise in the planning, design and implementation of projects and key initiatives
- Ensures compliance to Legislative, Regulatory and Health & Safety policies, procedures and standards
- Supports Oracle CC&B version upgrades and new immersing technologies

Qualifications, Knowledge, Skills and Competencies:
Education & Specialized Knowledge
- College diploma or university degree in computer science, information systems, engineering, business administration or finance
- Strong understanding of database structures, theories, principles, and practices for CC&B Application
- Proficiency with SQL(Structured Query Language)
- Proficiency with MS Office applications
- Understanding of utility industry business processes and practices
- Must hold and maintain a valid class “G” driver’s license
Experience
- Strong knowledge of Business Analysis lifecycle process
- Minimum of 5-7 years’ experience in a business analysis\solution architect or similar role using Oracle CC&B
- Minimum 5 years’ experience developing and implementing business processes
- Excellent working knowledge of Information Technology tools and standards to support a variety of application software
- Ability to express ideas clearly in both written and oral communications within group settings
- Working technical experience with designing, building, installing, configuring, and supporting database servers
- Experience in a unionized utility environment an asset
Skills/Abilities/Competencies
- Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
- Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
- Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
- Ability to build and maintain collaborative working relationships with internal and external stakeholders
- Strong knowledge of CC&B system and the Ontario Electricity regulations.
- Strong understanding of system development life-cycle, CC&B framework model, configuration, and Quality Assurance processes to support CC&B meter to cash processes
Working Conditions
- Work performed in an environment with minor or almost no exposure to disagreeable or challenging working conditions
