Strategic Business Intelligence Analyst - Methods Analyst II

The Edmonton Police Service (EPS) has a challenging opportunity for Two (2) Strategic Business Intelligence Analysts to support multiple organizational initiatives including (but not limited to) the Heavy Users of Services (HUoS) project and the Human-centered Engagement and Liaison Partnership (HELP).
Reporting to the Business Analytics, Intelligence and Reporting (BAIR) Section Manager, and under the direction of the EPS Community Safety and Well-Being Bureau (CSWB), specific responsibilities of this position will include:
The query, collection, and collation of data from multiple sources to analyze, monitor and document the activities of EPS organizational, Business Intelligence and CSWB projects and initiatives.
Conducting statistical and geospatial analyses to identify impacts and trends in support of EPS organizational, Business Intelligence and CSWB initiatives.
Developing corporate business intelligence product solutions.
Researching analytics trends and best practices related to intelligence led policing, and public safety.
Researching best practices around data sharing/information exchange, case planning, case management, and predictive innovation.
Contributing to the development of integrated, comprehensive profiles and case plans. This could include the development of processes for information sharing, task tracking, and overall case management.
Communicating and collaborating with a variety of internal and external stakeholders. This could include the development of processes for the communication, as well as meeting with clients and partners, internally and externally.
Other related duties as required.
University degree (preferably at a master's level) in Statistics, Geospatial Analysis, Criminology or other related fields of study with a concentration in geospatial technology, statistics, research methods, quantitative or qualitative methods. A combination of experience and education will be considered.
Minimum 4 years experience in research, criminal intelligence, complex statistical and geospatial analysis, predictive analytics, and data mining.
Ability to collect, analyze and interpret data and statistics using quantitative and qualitative methodology.
Exceptional analytical and problem-solving skills.
Proficiency in the use of Microsoft Office and Esri suite of tools.
Proficiency in the use of business intelligence tools such as Cognos, Tableau, Microsoft Power BI, and Esri Insights would be an asset.
Ability to effectively participate in team efforts to improve/develop departmental programs and services.
Ability to exercise judgment and discretion in completing assigned tasks.
Ability to prepare and present complex statistical reports.
Excellent written and oral communications skills with the ability to communicate clearly at the executive level.
Demonstrated diversity of relationships as well as team building skills.
Knowledge of risk management and project management tools would be an asset.
A background in intelligence-led policing, knowledge management and policing business performance research and processes would be an asset
Familiarity with police data and data models would be an asset.

THE EDMONTON POLICE SERVICE WILL CONDUCT AN ENHANCED SECURITY CLEARANCE ON THOSE CANDIDATES WHO ARE SHORT-LISTED.
Hours of Work: 33.75 hours per week, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.
Salary Range: 21M, Salary Grade: 030, $45.84 - $57.93 (Hourly), $3,094.60 - $3,910.30 (Bi-Weekly), $80,769.19 - $102,059.94 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton that expired December 22, 2018.
