Position Overview
The Development Manager leads real estate projects from early feasibility through design, municipal approvals, and pre‑construction. This role manages planning, consultant teams, technical coordination, and entitlement strategy to ensure projects advance efficiently and meet design, financial, and regulatory expectations. The ideal candidate brings strong project coordination and technical problem-solving skills, with experience working on development or construction projects and a desire to grow their career on the ownership/development side.
This role offers the chance to guide impactful development projects from feasibility through pre-construction, working closely with leadership, consultants, municipal partners, and internal teams. Responsibilities
Project Lifecycle & Municipal Approvals
- Manage projects from feasibility through design, rezoning, site plan approval, pre-construction readiness, permitting and occupancy
- Lead municipal approvals processes (OPA, ZBA, SPA, Minor Variance), ensuring alignment with planning policy and regulatory requirements
- Maintain development schedules, critical paths, and entitlement milestones; prepare updates for internal stakeholders
- Attend municipal meetings, public consultations, and stakeholder sessions; support presentation materials and briefing notes
Consultant & Stakeholder Coordination
- Direct and coordinate architects, engineers, planners, environmental consultants, and other partners
- Lead RFP processes, evaluate proposals, negotiate fees, and onboard consultants
- Collaborate with internal teams—including construction, marketing, and finance—to ensure cross‑department alignment
Design & Technical Oversight
- Review drawings, reports, and technical submissions for consistency, quality, and regulatory compliance
- Support design development with input on feasibility, constructability, and cost‑effective solutions
Feasibility, Due Diligence & Financial Analysis
- Conduct site due diligence, zoning reviews, market research, and early‑stage feasibility assessments
- Support pro forma development, budgeting, and project forecasting with the finance team
- Review consultant invoices, progress summaries, and budget variances to ensure alignment with approved plans
Leadership & Cross-Functional Support
- Provide mentorship to junior development staff
- Support marketing, sales readiness, and community engagement initiatives as projects approach launch
Qualifications
- Bachelor’s degree in Civil engineering, Structural Engineering, Mechanical Engineering, Construction Management, or a related discipline
- 3–5 years of progressive experience in engineering consulting, construction management, project management, development or a related field
- Experience contributing to multifamily, mixed-use, institutional, commercial, or infrastructure projects through design, approvals, permitting, construction, or project coordination phases
- Strong understanding of construction drawings, consultant deliverables, technical reports, and project documentation
- Familiarity with municipal approvals, development processes, and permitting requirements is considered an asset
- Understanding of project scheduling, budgeting, and cost control principles
- Strong communication & stakeholder management skills, with the ability to work effectively across consultant, contractor, and owner teams
- Highly organized, detail-oriented, and able to manage multiple priorities simultaneously
- Proficiency in Excel, Bluebeam, Adobe Acrobat, MS Project (or similar project management software)
