The Opportunity

The Project Governance and Assurance team is looking for a highly-motivated and enthusiastic leader to take on the role of Manager Project Assurance.

Working within TC Energy’s Technical Center and reporting to the Director Project Governance and Assurance, the Manager Project Assurance will serve as the leading technical authority for stewarding TC Energy’s project governance program, the Project Delivery Standard (PDS), to achieve top-quartile delivery of the capital projects portfolio across the organization. In this capacity, the project assurance team leverages subject matter expertise in functional disciplines in all areas of project execution, governance and assurance to ensure PDS requirements are met in aggregate, across the entire project portfolio. Additionally, the successful candidate will perform the function of a Senior Project Advisor and/or support Project Advisors as needed to ensure continuity of Governance and Assurance programs.

What you’ll do

Lead a team of Senior Project Advisors and Project Advisors responsible for stewarding the implementation of TC Energy’s project governance program and stage-gated project development and execution process Project Delivery Standard (PDS)
Engage with Senior Project Leadership across all five of TC Energy’s business units to ensure PDS recommendations and requirements are incorporated into project planning and execution process
Lead the coordination and oversee facilitation of project assurance reviews, including providing support for phase planning, Project Specific Roadmap development, assurance plans and project best practices
Oversee performance of project Pre-Stage-Gate and Construction Readiness reviews and ensure a consistent approach in advising Project Teams of deficiencies and recommended mitigation actions
Maintain close working relationships with Corporate Functional Leads and work collaboratively with them in staffing-up review teams with appropriately qualified and experienced subject matter experts
Oversee preparation, consistency and clarity of project assurance review reports to provide clear advice to the Gatekeeper and Senior Management on the readiness for advancing projects from one phase to another within the PDS process.
Ensure that Project Assurance service delivery is providing critical and experienced assessment of project readiness and contributing impactful inputs for stage-gate advancement decision making, recognizing the critical role that Assurance plays to ensure projects are adequately managing risk and are on a path to success.

Minimum qualifications

15+ years of hands-on project execution experience, preferably in the upstream or midstream energy sector
Minimum (5-10) years of experience as a principally accountable Senior Project Manager managing major capital projects
10 years in a leadership role, with direct reports, stewarding career path development, PM coaching and performance management
Bachelor’s degree or higher with preference a for a degree in Engineering
APEGA Professional Engineer designation is an added advantage
Project Management Professional (PMP) or equivalent certification
Minimum (5) years of experience working in an organization with an established Project Management Office (PMO) with a defined governance program and structured Stage-Gate project development and execution process. A defined leadership role in the delivery of the project governance program will be an added advantage
Strong understanding of commercial, technical and other key project value drivers
Demonstrated competence with project management fundamentals of cost estimating, scheduling, quality assurance and risk management strategies
Demonstrated competence with engineering, procurement and construction (EPC) fundamentals
Demonstrated ability to manage highly complex and difficult multi-disciplinary projects and megaprojects that include high financial and reputational exposure, new technology and engineering considerations, and major HSSEM and stakeholder-relations issues

Ability to manage difficult conversations in a calm and measured manner, keeping the focus on problem resolution
