PRIMARY PURPOSE
As a key member of the Projects and Public Safety Department, develops policies, procedures, and initiatives to support the safety management and administration of projects in accordance with TransLink’s safety programs, industrial best practice and all regulatory/legislation requirements. Works with internal and external partners to advise, guide and monitor the safety planning and performance of projects under TransLink’s capital and adjacent works programs.
KEY ACCOUNTABILITIES
Oversees safety performance of multiple infrastructure and construction projects across the TransLink Enterprise.
Inspects, audits and reports on project safety performance by identifying safety issues, formulating corrective action plans including but not limited to training requirements and possible policy/procedure changes.
Monitors and follows up to ensure corrective actions are implemented. Further escalation of non-compliance is required for action items that have not been effectively controlled or achieved compliance.
Liaises with project managers, operating company staff, and contractors to identify, assess and mitigate risks associated with construction and in and around TransLink Infrastructure. Produces detailed reports, analyses data and develops trend analysis.
Develops policies, procedures and initiatives to oversee safety management of contractors. Leads the ongoing review of contractor safety and security policies, procedures, and manuals, identifying required modifications to align with changing practices and regulatory requirements, recommends changes and methods of implementing approved changes.
Advises and guides project managers, and monitors external personnel to ensure compliance with TransLink’s safety programs, industrial best practice and regulatory requirements.
Provides training to internal and external personnel on the safety requirements for work in and around transit infrastructure and works with industry associations and developers to increase awareness.
Liaises with regulatory agencies such as but not limited to WorkSafe BC, BC Safety Authority, BC Hydro, and Emergency Response Agencies to exchange information, advice and coordinate activities.
Leads designated initiatives to enhance safety performance and support a culture of safety, and participates in various committees and meetings providing guidance and specialized advice in ensuring compliance with policies, procedures, legislation related to project and construction safety.
Supports other functional areas within the Safety, Environment, Emergency Management & Enterprise Security Division as needed, including during emergencies and service-affecting events, as well as other public safety related projects/initiatives, and any other duties required.
