TACC Construction Ltd. is seeking well-rounded, long-term, full-time qualified professionals for the following sewer and watermain positions:
- Sewer and Watermain Foreman
- Sewer and Watermain Topman
- Sewer and Watermain Pipelayer
- Sewer and Watermain Pipelayer Helper
- Sewer and Watermain Labourer
Successful candidates will be competitively compensated as per union rate and will be responsible for the duties outlined under each role below.
1. Sewer and Watermain Foreman
A Sewer and Watermain Foreman directly manages the installation, maintenance, and repair of sewer and watermain systems, leading a crew of skilled workers to complete all required tasks.
Main Duties
- Supervises workers, subcontractors, and equipment.
- Organizes and prioritizes all work tasks and ensures safe working practices.
- Keeps equipment and tools in good working order and maintains records of work performed.
- Responds to emergency repair calls and repairs deficient watermain and sewer systems.
- Ensures compliance with safety and environmental regulations, inspects work during and after completion, and conducts safety talks.
- Prepares reports, including regulatory compliance reports.
- Instructs crew members on the use of tools and equipment.
- Interacts with co-workers, the public, and municipal and engineering inspectors.
Required Qualifications
- Local 183 member in good standing.
- Thorough knowledge of best practices, tools, and equipment used in the installation, maintenance, and repair of water distribution and sewer collection systems.
- General experience operating, maintaining, and repairing pumps, motors, and auxiliary equipment related to water distribution and storm and sanitary sewer systems (e.g., pumps and pump stations).
- Good knowledge of flow conditions as they relate to sewer systems.
- Ability to read, interpret, and comprehend plans and specifications for sewer and watermain systems.
- Ability to keep basic records (production reports, crew timecards, safety reports, as-built information, etc.).
- Ability to use a scale, take measurements, and complete simple calculations to ensure accurate installation of pipes and structures.
- General knowledge of surveying and GPS systems (an asset).
- Ability to plan, direct, and supervise the work of others.
- Ability to follow oral and written directions.
- Ability to withstand heavy labour for extended periods when necessary.
- Strong communication skills, including the ability to read, write, understand, and communicate in English sufficiently to perform the essential functions of the position.
- Dependability, initiative, resourcefulness, courtesy, and tact.
- Physical condition commensurate with the duties of the position.
2. Sewer and Watermain Topman
As a Sewer and Watermain Topman, you will play a crucial role in assisting the crew with the installation, repair, and decommissioning of sewer and watermain projects. The successful candidate will work collaboratively with the construction team to contribute to the successful completion of various infrastructure projects.
Main Duties — Organization
- Continually observe sewer and watermain installation and production in the trench, and prepare all required materials ahead of time so that production is not compromised.
- Conduct elevation shots, read grade, shoot the line, and ensure pipe is properly placed in the ground.
- Provide continuous inspection of pipes for cracks, gasket problems, and other deficiencies prior to lowering into the trench.
- Cut and prepare pipes and fittings for installation.
- Assist the Pipelayer with installation as needed, locate utilities, and perform other duties as assigned by the Foreman.
- Safely secure all loads by properly rigging pipes, manholes, and other materials and equipment for crane/backhoe before lowering into or removing from the trench.
- Maintain orderliness, cleanliness, and safety at the jobsite.
Main Duties — Team Collaboration
- Work closely with the construction team, including equipment operators and labourers, to ensure smooth project workflow.
- Communicate with the Foreman, operators, and all crew members.
- Ensure that materials for the Pipelayer and other workers are ready as needed on the jobsite.
- Use hand signals to coordinate work with other crew members and ensure safety.
- Follow the supervisor’s instructions closely.
Main Duties — Safety Compliance
- Adhere to safety protocols and guidelines to create a safe and secure work environment.
Required Qualifications
- Local 183 member in good standing.
- Proven experience and knowledge of pipe-laying techniques, excavation, and grading.
- Prior experience as a Sewer and Watermain Pipelayer in the construction industry.
- Demonstrated organizational skills with strong knowledge and expertise.
- Strong work ethic, good communication skills, and the ability to work in a team setting.
- Good health and physical condition.
- Works well both independently and collaboratively on small- or large-scale projects.
- Reliable, responsible, and trustworthy.
- Physically fit and able to work outdoors in various weather conditions — must be able to stand, lift 50 lbs., carry, bend, and reach.
- Punctual and available to work a minimum of 10 hours per day, 5 days per week.
- Must maintain a valid Class G driver’s license.
- Willing to commute to job sites anywhere in the GTA.
Assets (Good to Have)
- In-depth knowledge and practice of OHSA safety standards and precautions.
- Minimum of 1 year of experience in sewer or watermain projects.
- Safety training certificates such as First Aid/CPR, WHMIS 2015, and Working at Heights.
Work Conditions
- Travel to various sites in the GTA is required.
- Outdoor environment in various weather conditions.
- Weekend and evening work may occasionally be required.
Education Requirements
- High school diploma or equivalent.
- Relevant certification or training in pipelaying and construction.
3. Sewer and Watermain Pipelayer
As a Sewer and Watermain Pipelayer, you will play a crucial role in the installation, repair, and decommissioning of sewer and watermain systems. You will be responsible for laying, aligning, and sealing pipes, ensuring they meet project specifications and quality standards.
Main Duties
- Work in conjunction with the excavator operator to ensure subgrade elevation and slope are acceptable to receive bedding stone prior to pipe installation.
- Grade the bedding stone correctly to ensure sewer pipes are installed precisely.
- Align pipes and check grades during pipeline construction using a pipe laser to confirm accurate installation.
- Install manholes, chambers, box culverts, shafts, and all related appurtenances.
- Use hand tools such as jumping jacks, plate tampers, and pumps whenever necessary.
- Perform all other construction labouring duties when required.
- Report directly to the Foreman; responsible for the installation of sewer and watermain, including concrete structures, for both reconstruction and new construction projects.

5. Sewer and Watermain Labourer
The Sewer and Watermain Labourer performs a variety of skilled and semi-skilled duties required to operate, maintain, and repair the facilities of the water distribution and wastewater collection system.
Main Duties
- Assist in the installation, repair, and maintenance of water mains, hydrants, and gate valves.
- Assist in the cleaning, testing, installation, and repair of water meters.
- Dig ditches and holes.
- Make minor repairs to equipment, machines, and attachments.
- Perform related tasks as required.
- Work under the direction of the Pipelayer, Pipelayer Helper, or other designated supervisors.
- Perform responsible functions within a complex, technical environment, exercising considerable judgment in the field.
- Assist operators with all typical day-to-day duties.
Qualifications
- Local 183 member in good standing.
- Consistently punctual, responsible, and dependable.
- Supports a safe work culture, including incorporating safe work practices into daily work.
- Physically fit and able to work effectively with others.
- Able to work independently without regular supervision in safety-sensitive environments.
- Comfortable working in outdoor environments for extended periods, as well as in and with sanitary systems.
- Demonstrates the mechanical aptitude and physical capability to work with sanitary system equipment, and is comfortable working safely with hand and power tools.
- Strong communication skills, capable of carrying out verbal and written instructions and producing and maintaining accurate, legible written records.
- Comfortable working within confined and restricted spaces in both water and wastewater environments; confined-space entries may require the use of supplied-air equipment.
- Related field experience is considered an asset.
