Reporting to the Superintendent, Treatment Plant Maintenance, this position executes the maintenance program supporting approximately $2.7 billion in assets across the Region’s Water Treatment, Wastewater Treatment and Biosolids facilities.
This role provides day to day supervision of internal staff and coordinates external contractors to ensure maintenance activities are completed safely, efficiently, and in accordance with required quality standards.
- Ensure safety of all employees and contractors within the Treatment Plant Maintenance group by fostering a strong safety culture. This includes supporting all corporate health and safety programs, developing SOPs, identifying and mitigating workplace hazards, and enforcing all safety rules and requirements.
- Ensure assigned maintenance projects and daily programs are delivered safely, on expected timeline and in a cost-effective manner, while complying with applicable legislation, regulations, Regional policies and by-laws, including requirements of the Ministry of the Environment, Conservation and Parks and the Ministry of Labour, Immigration, Training and Skills Development.
- Provide direct daily supervision, coaching, and development to unionized employees.
- Assist the Superintendent in developing, reviewing, and executing effective reactive, preventative and predictive maintenance programs.
- Collaborate and working alongside with Operations, Capital and SCADA groups and other departments to coordinate regular maintenance activities, projects and emergency work, ensuring effective program delivery with minimal impact to plant operations and service delivery.
- Identify, assess, and document equipment asset management needs in support of the Plant Maintenance Teams capital needs and continuous improvement requirements.
- Manage though maintenance work orders the purchase of materials, supplies and services, ensuring proper authorization, documentation, tracking, and reporting requirements are met.
- Supervise contractors on-site to ensure work is performed safely and that contractual scope, quality standards and timelines are met.
- Coach staff and contractors to ensure that maintenance work order data is accurate, complete and up to date within the CMMS and maintained in compliance with reporting and audit requirements.
- Monitor, and documents the daily performance and the status of the maintenance programs and related fieldwork.
- Coordinate on-site activities with other sections within the Water & Wastewater Treatment Division and Public Works Department (Plant Capital and Engineering, Treatment Operations, SCADA as well as Water and Wastewater Systems Services and Asset Management) to ensure that maintenance activities are effectively and efficiently delivered.
- Support the Superintendents in driving initiatives to further enhance the Treatment maintenance program.
- Must either be a licensed tradesperson, or have a degree in engineering, engineering technology diploma.
- Preference will be given to applicants who are either trades, or have qualifications, in one of the following three disciplines:
- Electrical
- Mechanical
- Instrumentation
- Either previous supervisory experience, or experience working in a technical position within a Maintenance Team is preferred.
- Preference will be given to candidates with demonstrated experience applying Reliability Centered Maintenance (RCM) principles in a unionized trades environment.
- Demonstrated experience working in a unionized environment, with thorough knowledge of applicable legislation and regulations governing industrial workplaces and a strong focus on health and safety, is required
- Experience with water and wastewater treatment equipment, maintenance practices, and regulatory compliance is strongly preferred.
- Understanding of large operational budgets and the management of plant assets including mechanical, electrical and instrumentation equipment is critical.
- Experience providing leadership to teams in a unionized environment that promotes best practices and continuous improvement is preferred.
- Strong communication skills with internal and external stakeholders. Problem solving and facilitation skills along with political acumen.
