Position Summary
This position is responsible for supporting environmental compliance as it pertains to air emissions and climate change across the Midstream business. This includes management of environmental commitments (across Canada and US), reduction of emissions and highlighting environmental program via sustainable initiatives.
Tasks and Responsibilities
Provide technical support and regulatory guidance on environmental issues in the Canadian and US midstream business units;
Coordination and reporting of Canadian provincial and federal GHG compliance reports across BC, Alberta, and Saskatchewan (GHG - BC GHGRP, AB TIER, SK OBPS, and ECCC), and emissions reports for methane, benzene, NPRI, and MSAPR.
Coordination and reporting of US county, state and federal
Develop workflows and processes to enhance data collection, consistency, and transparency.
Evaluation, regulatory, and technical support for emission reduction and applicable grant opportunities.
Technical guidance, compliance support and quality control for data collection and metric reporting to operations across all AltaGas assets and facilities.
Consultation and engagement with regulators, consultants, verifiers, operations, and cross-functional support to ensure compliance and promote continuous improvement.
Advocate and represent AltaGas in industry meetings.
Monitor and communicate provincial and federal regulatory changes, monthly and annual emissions data to leadership and internal stakeholders.
Support the development and continuous improvement of a corporate air compliance and ESG strategy.
Provide strategic support to Midstream regarding air emissions and GHGs based on regulatory policy at a provincial, federal, and corporate level.
Provide strategic support to all Midstream assets on an as needed basis regarding a wide range of air issues including dispersion modelling, air monitoring, air regulation and broad-based air policy interpretation and advice.
Establish and maintain database of dehydrator facilities in midstream and evaluate compliance with benzene limits in Alberta and BC. This includes regular updates to the benzene dashboard as part of the benzene emissions management program.
Manage and maintain Fugitive Emission management programs
Collaborate with Internal Stakeholders to assist with implementation of GHG reduction projects within Midstream including finance, supply chain, field operations and senior management.
Manage and maintain Multi-Sector Air Pollutants Regulations inventories
Perform and assist with monthly regulatory air reporting
Support management and development of the ENV program within OMS
Knowledge, Skills, and Attributes Specific Skills:
Environmental monitoring background
Demonstrated working knowledge of federal, provincial, state and county environmental regulations, AER Directives, OGC guidelines, EPEA applicability, Pipeline Act and Water Act, EPA analytical methods, relevant Environmental Protection Agency (EPA) regulations and Occupational Safety and Health Administration (OSHA) regulations, and other industry standards.
Demonstrated ability to organize and document detailed data and to develop professional quality reports and presentations.
Proven ability to use computer software and applications, including Microsoft Office Suite, SharePoint, GIS, Adobe, Power BI, and other scientific or business software for data management, research, analysis, and reporting purposes.
Knowledge of the Envirosoft platforms is an asset.
Knowledge of Petrinex, and Production Accounting is an asset
Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, subordinates, and peers.
Demonstrated punctuality and ability to meet numerous and competing internal and external deadlines, often under tight time constraints.
Demonstrated ability to analyze and interpret data, and to identify relevant issues in solving business problems.
Demonstrated experience in evaluating leading, lagging indicators, and applying the findings to program improvement initiatives.
Demonstrated analytical and project management skills
Experience in oil and gas emissions management and reporting
Strong knowledge and experience with provincial and federal regulations associated with discipline, upstream oil and gas operations, and reporting.
Excellent communication and collaborative skills with regulatory authorities and across all levels of an organization.
Proven collaboration and positive relationship building skills.
Highly developed problem solving, analytical and troubleshooting skills
Ability to work independently and in a team environment
Self-starter
Qualifications, Skills and Abilities
Bachelor’s degree in Engineering, Geology, Environmental Science or relative technical, or scientific discipline is required.
Professional registration as an Engineer, Geologist, Project Management Professional, Certified Hazardous Materials Manager, Professional Forester, Professional Biologist or Registered Environmental Manager, preferred.
Must possess and maintain a valid driver’s license.
Minimum of 5 years of related environmental work experience.
