Salary: The salary range for this position is CAD $45.46/Hr. - CAD $51.08/Hr.
Summary:
Reporting to the Director, Financial Planning and Reporting, the Senior Advisor acts as the clinical and operational lead on financial/data analytical strategies and plans to support designated Program and Service teams throughout the organization, and the Board and Senior Leadership Team (SLT), and performs related financial/business analytical, data utilization and reporting duties, to a high standard. Responsible for ensuring the relevant customer financial/analytical and related reporting needs are supported, and for performing complex functions pertaining to operational budgeting, planning and management. Operates at a strategic level to research, identify, assess, analyse/interpret, highlight, monitor and report on related financial and/or business/analytical performance, forecasts, patterns, statistical and critical indicator data as it pertains to assigned project/service area. Identifies performance indicators and implements best practices. Performs special assignments including developing business cases, and providing overall planning, oversight, coordination and related due diligence, analysis, reporting, and recommendations which have direct impact on decisions related to financial, human resources and patient care management. Provides day to day work direction and acts as a resource and mentor to staff (and may be required to supervise staff.)
What You Bring:
Education
Completion of a recognized professional accounting designation (CPA) plus eight (8) years recent, related experience in financial planning, analysis, project management, and system implementation in a large, multidisciplinary environment with complex computerized systems, or an equivalent combination of education, training and experience.

What We Offer:
1. Working in collaboration with the Director and PHC senior and line staff, identifies and advises on opportunities for optimal operational and financial/analytical data resource allocation.
2. Leads special projects as required including the development, implementation, monitoring and evaluation of project plans and deliverables.
3. Coordinates and provides business support such as operations planning and budget framework development by developing workload indicators, preparing and reviewing proposed operating proposals and budgets, ensuring new approved initiatives are reflected in budgets, tracking/monitoring performance of the plan, and identifying variances and possible resource allocation changes.
4. Develops strong relationships with internal/external stakeholders and acts as an expert advisor providing support and contributing expertise, evaluation, and advice to designated servicing portfolio on areas such as performance improvement, service delivery modeling, funding applications, operational and business process improvement reviews and related financial/analytical process, data utilization, and reporting requirements. Facilitates consensus with stakeholders as needed and identifies viable objectives, directions and options.
5. Proactively provides customers with relevant financial and workload information in order to support decision making relating to planning strategies, opportunities for improved resource utilization, and performance measurement.
6. Implementing best practices, operates at a strategic level to research, identify, assess, analyse/interpret, highlight, monitor related operational and financial/analytical information, performance, forecasts, patterns, statistical and critical indicator data as it pertains to assigned project/service area.
7. Effectively incorporates financial/analytical, business and data management assessment skills and methodology to achieve a comprehensive multi-layered understanding of the related financial/analytical and business processes and tools. Provides application and analysis of appropriate statistical/financial tests to information as well as expert assessment of data quality and validity.
8. Produces comprehensive, timely and high quality confidential business cases, needs assessment, analysis, reports/reporting, and deliverables for use by stakeholders and/or members of the executive team. Ensures results and assessments are properly documented, maintained and inkeeping with legislated reporting requirements, guidelines, or other timelines or requirements.
9. Provides the necessary support/service for implementation of outcomes. Regularly assesses trends, identifies alternatives, and provides recommendations to improve operational/financial effectiveness and efficiency. Identifies, reviews, tracks performance indicators, and determines and reports on variances and possible resource allocation changes.
10. Keeps Director regularly apprised of issues and obstacles encountered.
11. Analyzes deviations from plan and investigates causes. Conducts periodic reviews and makes corrective adjustments as necessary (in conjunction with the Director). Prepares written variance analyses highlighting resource utilization, expenditure patterns, statistical and critical data/information.
12. Provides developmental expertise in comprehensive, integrated, longitudinal report design and presentation of statistical, clinical and financial data.
13. Participates in quality improvement and utilization management activities and monitoring processes by timely analysis, interpretation and reporting of information following generally accepted principles/best practices, assessing trends, consulting with relevant stakeholders, and identifying and acting upon opportunities to improve operational effectiveness and efficiency.
14. Reviews problem areas with stakeholders and keeps Director informed on a timely basis, identifying issues/obstacles encountered.
15. As required, participates in the negotiation of inter-health authority, vendor and/or third party partnership contracts and agreements. Monitors the outcome on the service(s) within PHC.
16. Identifies and assists with the prioritization of capital requests for assigned programs and/or departments.
17. Liaises with stakeholders and assists the Director in setting short and long term objectives/solutions, and in developing and implementing improvements to the department's work processes.
18. Identifies and/or develops “best practice” processes, communicating same to the other members of the team. Regularly communicates changes in business operations to appropriate staff and program areas.
19. Participates in a variety of internal/external committees as required and establishes positive working relationships in order to ensure successful outcomes and cooperation.
20. Coaches, mentors junior staff and leaders in the designated servicing portfolio to develop skills and/or improve their understanding of the range of financial/analytical matters, processes, reporting and system requirements for their area of responsibility.
21. Provides work direction and may be required to supervise junior staff. Monitors operational capacity of junior staff and ensures that service and technical standards are met. Advises Director of issues or problems.
22. Performs other related duties as required.
