Mental Health and Substance Use (MHSU), is seeking a dynamic, innovative, and people-centred leader for the Director, Clinical Operations, Mental Health and Substance Use position. The Director provides strategic and operational leadership for a diverse portfolio that currently includes Delta and Surrey Mental Health Centres, the Urgent Care Response Centre, and several innovative regional services including the Mental Health Access Line, Virtual Psychiatry Unit, Older Adult Mental Health and Substance Use Services, and the Rehabilitation and Recovery Program. The portfolio spans community-based, outpatient, virtual, and specialized regional services, providing an opportunity to influence care across the continuum and improve access, quality, and outcomes for individuals and families.
As a senior leader within Fraser Health's Mental Health and Substance Use portfolio, the Director will champion the organization's commitment to person-centred, recovery-oriented, culturally safe, and trauma-informed care. Working collaboratively with physicians, operational leaders, community partners, municipalities, Indigenous communities, provincial partners, and people with lived and living experience, the Director will advance innovative service models that improve health outcomes and strengthen the integration of care across systems.

Detailed Overview:
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Director, Clinical Operations provides leadership and direction on strategies, planning, design, implementation, delivery and assessment of assigned clinical department/service within or across a hospital or health services area, or, for a Regional Program across Fraser Health.
Oversees programs/departments/services to support operational leaders, remove barriers to patient transition and foster a culture of patient-centred care across the health care continuum. Partners with physician, clinical and support leaders in the system design, implementation and sustainability of an integrated clinical program to achieve Fraser Health's priority actions supporting the Fraser Health Strategic Operating Priorities.
Works within a network of Regional Programs, centralized services, hospital sites and community health service areas.
Responsibilities:
- Leads strategic/operational planning, integration, implementation and delivery of a program/department/service.
- Collaborates to communicate program/department/service needs and outcomes.
- Ensures program/department/ service operate within approved financial mandate. Reviews and endorses budgets and financial plans developed by Managers.
- Oversees development of policies supports for integration and standardization of health programs/services, capacity and ensuring a systems perspective.
- Ensures standardization of practice, quality, safety and cost effectiveness support creating integrated patient/client/resident-centered care.
- Represents the program/department/service in the health service community, civic/provincial governments or others.
- Ensures performance management criteria form the basis of metrics for program and individual performance plans.
- Provides leadership to support engagement and respect through support of the well-being and safety of our people through effective feedback, retention strategies, work practices that support work/life balance and the encouragement of personal and professional development.
- Liaises with Foundation Heads enhancing synergy with Foundation and Fraser Health strategic and operational priorities.
Qualifications:
Education and Experience
A Master's level of education in a field related to healthcare management, supplemented with seven (7) to ten (10) years' recent related, progressively responsible leadership experience; or an equivalent combination of education, training, and experience.
