CBC/Radio Canada is looking for a Senior Specialist, Records and Information Management who will be responsible and accountable for the management and coordination of all MTIS regulatory and governance obligations and their reporting. The successful incumbent can be based in either Ottawa, Toronto or Montreal, with a strong preference for Ottawa given the close work with various federal departments.
As our new Senior Specialist, you will:
Act as MTIS lead for all corporate compliance related activities. Develop and maintain relationships with cross-departmental leads, those responsible for compliance at the corporate level and other interested parties.
Lead all Access to Information & Privacy (ATIP) requests for MTIS. Analyze the requests (risk analysis, stakeholders to be involved, need for external consultation, etc.), determine the approach and prepare responses. Inform and train MTIS staff on obligations and limitations with regards to the ATIP Act.
Act as the point of contact for Proactive Disclosure for MTIS. Compile, prepare and revise content, monitor process deadlines and deliverables, record-keeping, and liaise with the sectors involved, etc.
Act as the point of contact for all Board of Directors submissions. Coordinate all aspects of MTIS submissions to the Board, such as: preparing and revising content, monitoring process deadlines and deliverables, record-keeping, liaising with the sectors involved, etc.
Coordinate timely responses and record keeping for all MTIS related Parliamentary questions.
Coordinate all MTIS Corporate Reporting, such as: Annual report, quarterly reporting, Corporate Plan, Quarterly Risk reporting, etc.
Act as the point of contact for all MTIS related Audit requirements from internal audit. Identify stakeholders, compile information sought by internal auditors, monitor and track deliverables to ensure compliance with recommendations and management responses.
Act as the point of contact for Corporate Policies for MTIS. Liaise with Corporate Secretariat to seek and compile sought information, prepare and revise content, liaise with content experts, etc.
Ensure MTIS is in compliance with Information Management policies, requirements & best practices.
Inform and train MTIS staff with regards to the processes, requirements and best practices for all of the above.
Collaborate on developing and leading training sessions on Access to Information and Information Management practices (among other topics).
This is a one-year contract position, with a possibilty of extension. Because this is a newly creared position, there is a chance the mandate and responsibilities will evolve over the course of the year.
What you bring:
Graduation with a degree or diploma from a recognized post-secondary institution in a field relevant to the position, and/or an acceptable combination of education, training and experience related to the position
Significant experience working with the Privacy legislation and/or Access to Information legislation
Significant experience in the delivery of client-focused information management, data management, and/or records management services
Significant experience in preparing briefing materials and providing advice and guidance to all levels of staff and management on privacy or information management matters
Experience conducting research, analysis and developing recommendations and/or options on related matters
Experience with complex crown corporations or governmental organizations considered a strong asset
Experience monitoring and tracking deliverables
Experience in training facilitation and development considered an asset
Knowledge of Information Management policies, requirements and best practices
Fluent bilingualism (English/French) required
Ability to communicate in a clear and well organized fashion and to influence decision-makers, both verbally and in writing
Ability to lead with initiative and persuasiveness
Excellent interpersonal and organizational skills
Excellent professional judgment to balance evolving priorities
