Reporting to the Director, Portfolio Delivery, The Manager, Centre of Excellence is responsible for leading the Centre of Excellence stream of the Portfolio delivery group. This role ensures capability uplift and continuous improvement of processes, standards, and tools across the portfolio by acting as a one stop shop for all delivery management related guidance, standards, and tools with the overall objective of increasing Program and Project Management (PPM) maturity across the Technology and Operations Organizations. This is a key supportive role in building the project and program management capability of the organization and continually evolving standards, processes, templates, and tools to improve delivery efficiency.
Provides a clear methodology that provides a detailed pathway through all stages of the engagement, from strategy through to project/program close. This will include key activities and deliverables from all workstreams/departments to ensure alignment of work products to facilitate planning and delivery.
Provides a repository of tools and templates, which are tailored to the organization, ensuring that teams will have the right materials available to apply NAV methodologies and best practice.
Continually innovates to improve ways of working across the organization.
Monitors the uptake of these materials through regular spot checks to review how project and program directors are using the tools and templates under the methodology.
Seeks regular, direct feedback from the project and program teams relating to methodology, processes, and tools, to continually improve ways of working.
Conducts proactive assessment of programs and projects to gauge the level of adoption of tools and processes.
Develops and delivers training packages to build the delivery management capability of Project and Program Leads.
Lead delivery of project and program management training and coaching to address identified capability gaps.
Provides proactive advisory to project and program teams based on best practices and approaches, to improve use of tools, standards, and processes.
Provides coaching and mentoring to Project/Program Leads, influencing them to adopt best practice delivery management approaches, tools and techniques.
Bachelor’s Degree in Technology, Computer Science or Engineering or equivalent, or a combination of equivalent experience and education.
Project management qualification (PMP) or equivalent is considered an asset.
10 years of experience in project management, product management, business analysis or governance, preferably in the Air Navigation service industry.
Experience defining and implementing enterprise delivery methodologies.
Experience defining and implementing governance frameworks.
Five to seven years of leadership responsibilities.
Demonstrated experience in leading diverse teams.
Expert level knowledge and skill with one or more project management methodologies (for example, 3PO, PMI PMBOK, PRINCE2 and Agile).
Program management knowledge and skills, plus significant knowledge of project planning tools.
Strong understanding and experience of a range of delivery management approaches, including waterfall, agile and hybrid agile.
Expert level knowledge and skill with product management practices (product strategy, requirement analysis, requirements elicitation, requirements management).
Knowledge of Governance frameworks and methodologies for technologies and working practices
Demonstrated business and technical acumen.
Contracting processes, including technical proposals (RFI, RFQ, RFP, etc.).
Canadian Civil Aviation subject-area and the rules, regulations and standards related to the provision of air navigation services is an asset.
Exceptional leadership skills with the ability to develop and communicate vision and inspire and motivate staff.
Ability to coach high performing delivery teams and successful project teams
Excellent verbal and written communication skills, including the ability to explain concepts and technologies to business leaders
Exceptional influence skills – demonstrated ability to create followership, orchestrate and motivate teams from planning through the delivery of solutions.
Experience working in a highly matrixed organization.

Work location is Ottawa Head Office. Remote work is required during the pandemic. Alternate work location may be considered under flexible work arrangements.
