As Strategic Procurement Advisor, you will provide procurement services to House Administration in support of Parliamentarians and the House of Commons Administration.

As part of this team, you will provide strategic procurement management advisory services to the House of Commons (HoC) and carry out integrated procurement management, supply management and contracting activities for a portfolio of activities within the House of Commons.
As a Strategic Procurement Advisor, you will apply sound management practices in support of the objectives and priorities of the House of Commons Administration leadership to ensure compliance with the House policies, guidelines, principles and best practices on the market within the procurement process.
The Ideal Candidate:
The ideal candidate is required to consult and provide strategic and practical procurement advice and support key players within the House of Commons Administration. You will have the opportunity to provide functional leadership and expertise. You will be required to conduct research and analysis, as well as develop and facilitate the interpretation of policies and guidelines. Furthermore, being able to work under pressure, as well as building and maintaining strong relationships across the organization are also essential to the role.

A university degree OR a college diploma with specialization in administration, finance or commerce OR formal training and certification in the field of professional procurement management or market/supply chain management OR an acceptable combination of education, training, and relevant experience.
Extensive experience* in the fields of complex procurement projects, and contracting activities including planning and managing related projects;
Experience providing strategic, analytical and practical advice to senior management and client groups;
Experience representing the organization in negotiations with other stakeholders and/or suppliers;
Experience in applying policies, guidelines and directives with client groups.
Experience developing procurement frameworks, policies and/or procedures;
Experience managing organizational change and/or the implementation of a significant project;
Experience in the procurement of professional services, especially in the fields of human resources, occupational health and safety, communications, management consulting or finance;
Experience in procurement of goods and services related to facilities management, real property, logistics or security.
Selected candidates will be evaluated against the Finance Services Competency Profile - Senior Advisor.
The purpose of this recruitment and selection process is to staff two (2) Strategic Procurement Advisor positions on a long-term basis and to create a pool of qualified candidates that may be considered to staff future vacancies for this position or for other similar and/or related positions on an indeterminate and/or determinate basis. Successful candidates that are awarded a long-term determinate position or have been retained in the pool may be considered for an indeterminate Strategic Procurement Advisor position when they become available. Potential candidates may also be considered for other temporary or indeterminate positions requiring similar experience and competencies at the House of Commons. Consideration may be given to candidates with other linguistic profiles.
“Extensive experience*” is defined as:
the depth and breadth of the experience normally associated with having performed a broad range of various and complex related activities at the senior advisory and/or management level over a minimum period of two (3) years.
