ABOUT THE ROLE
The Manager Security, Emergency, and Risk Management leads the delivery of ECU’s emergency management, security, and Risk Management programs. This role owns the design, implementation, and continuous improvement of emergency training and preparedness exercises; manages program documentation and regulatory compliance; and provides operational leadership across inspections, incident management, security operations, and access control. The position is responsible for risk management at the enterprise level and leads ECU in the implementation of risk management strategies and frameworks, as well as the development and regular updates of the university’s enterprise risk register. The Manager acts as ECU’s subject matter expert in emergency management, physical security, and risk management, ensuring a safe, prepared, and compliant campus environment for students, staff, faculty, and the public.

TYPICAL DUTIES INCLUDE:
Emergency Management
- Leads the ongoing development, review, and maintenance of ECU’s emergency management plans, procedures, and supporting materials within an all-hazard framework.
- Conducts gap analyses of emergency planning documentation and develops action plans to address identified deficiencies.
- Designs, delivers, and evaluates emergency preparedness training programs for staff, students, and floor wardens; maintains a centralized tracking system for training completion and program updates.
- Plans, coordinates, and facilitates emergency exercises (tabletop, functional, and full-scale drills); authors after-action reports and oversees implementation of corrective actions.
- Ensures emergency plans, training materials, and programs align with applicable legislation, regulatory standards, and ECU policies; monitors legislative changes and updates programs proactively.
- Leads coordination and set-up of the Emergency Operations Centre (EOC) during response activities; directs post-incident debriefs and implements recommendations to strengthen plans and procedures.
- Develops and manages building-level emergency preparedness, including evacuation roles, fire warden coordination, drill scheduling, and participant readiness.
- Leads fire and life safety activities, including evacuation planning, fire drill coordination, and fire warden training and support.
- Develops and distributes communication materials to advance emergency preparedness awareness across the ECU community.
- Builds and maintains relationships with internal departments and external partners (City of Vancouver, BC Emergency Management, other post-secondary institutions) to support integrated training and joint exercises.
- Leads the development, maintenance, and testing of ECU’s Business Continuity Plan (BCP); coordinates with department heads to document critical functions, recovery time objectives, and continuity strategies; ensures the BCP aligns with emergency management plans and institutional risk priorities.
Security
- Develops, implements, and maintains security procedures, post orders, and program documentation in collaboration with internal stakeholders and contracted security providers.
- Administers and manages the C-CURE 9000 access control system, including provisioning and revoking access, monitoring system activity, conducting audits, and troubleshooting issues.
- Leads campus security operations oversight, managing the relationship with JCI P3 contracted security providers and holding them accountable to service standards, post orders, and performance expectations.
- Monitors, tracks, and analyzes security incidents; prepares trend reports and develops strategies to address recurring security concerns.
- Leads security risk assessments for campus events; determines security requirements and coordinates appropriate measures including staffing levels, access control configuration, and incident response protocols.
- Develops and manages security service schedules in coordination with providers and internal departments to ensure appropriate coverage.
- Provides authoritative guidance to internal departments on security planning, crowd management, and incident response.
- Manages the University’s insurance function — acting as primary liaison with external providers (e.g., UCIPP), advising on coverage, and overseeing non-employment-related property and liability claims.
Risk Management
- Responsible for the development and maintenance of the enterprise risk management framework for the University, including consolidation of risk register results and preparation of summary reports for the General Manager, Facilities P3, the executive leadership team, and the Board of Governors or its committees.
- Coordinates the accumulation of information from all collaborators and performs scheduled risk register updates.
- Provides leadership, direction and advice to a variety of partners within the University to integrate risk management strategies into existing operations and activities within their areas of responsibility.
- Develops tools, policies, procedures and metrics to effectively identify, analyze and report on enterprise risks.
- In collaboration with the General Manager, Facilities P3, oversees communication plans to relay risk management information to relevant parties.
- Promotes a culture of risk ownership and accountability through training and support.
- Ensures the University’s risk management policies and strategies comply with applicable regulations, sector-wide trends, and strategic goals of the University.
- Ensures the development, execution, updating and completion of planned risk response actions.
- Participates in the assessment, development and implementation of risk management mitigation solutions as it relates to the portfolios of campus safety and security and emergency management.
- Identifies, evaluates, and prioritizes risks across facilities, operations, events, and programs; coordinates mitigation strategies with relevant departments and tracks corrective actions to completion.
- Conducts and oversees campus-wide risk assessments, including hazard identification, vulnerability analysis, and consequence evaluation; develops risk treatment plans and monitors residual risk exposure across the institution.
- Integrates risk management considerations into institutional planning, capital projects, new programs, and operational changes; provides expert advice to internal partners on risk exposure and control strategies.
Other
- Fosters a culture of Justice, Equity, and Inclusion (JEDI) by remaining current in JEDI trends that impact their field of work.
- Performs other related duties as assigned in support of departmental and organizational objectives.
