Position Title: HS & E Advisor
Team and Location: Health & Safety – Edmonton, AB
Position Summary: The HS & E Advisor will provide field support for Parkland’s Health, Safety & Environment program. This role reports to the National Manager Health, Safety and Environment. This is primarily a field-based position with a vehicle provided.
The HS & E Advisor is responsible for playing a key role in the implementation and monitoring of Health, Safety and Environment standards, procedures and guidelines as they pertain to operations. Duties include, but are not limited to:
Liaise with all operational sites (employees and management) and provide guidance, consultation, coaching, technical support and training on occupational health & safety and environmental issues.
Attend third party safety stand downs, information sessions and safety meetings.
Provide expertise, guidance and support on HS & E issues during operational activities and job tasks.
Work closely with employees, contractors, vendors and other persons in the field to ensure that the HS & E mandate and vision are adhered to always.
HS & E management systems:
Act as a field resources for the maintenance, support and use of Parkland’s HS & E management systems portal
Assist in the maintenance of records, certificates and updates.
Provide onsite training and support of the HS & E management system.
Provide feedback on field-based issues of the HS & E management system.
Incident and emergency response and follow-up:
Participate on the 24-hour emergency response on-call team (assigned on a rotating basis).
Provide support in the investigation of incidents as required.
Assist with table-top emergency response exercises.
Assist with mock emergency response drills.
Respond to emergency incidents in the geographic area.
Assist with the recovery and cleanup of incidents.
Review and close all incident reports in region
Assist with the implementation of the COR audit plan
Asses operations on their status of COR required policies and procedures
Assist with monthly inspections.
Complete Operational Excellence Audits at all sites
Documentation and document control:
Assist in the development, revision, and implementation of HS & E policies, standards and safe work practices.
Verify all documentation on site for completeness and consistency.
Liaise with operations on testing and implementing Safe Work Practices
Monitor formal hazard assessments and revise as required.
Complete Workplace observations throughout operations.
Assist front line managers and middle managers in completing observations.
Assist in the implementation of corrective actions identified in observations.
Provide HS & E based operational training as needed.
Assist with on the job training for operations.
Set up and monitor specialty training.
Review training records and provide feedback to operations.
Qualifications and Skills:
3+ years of progressive experience in health and safety-related role; equivalent combination of education and experience may be considered.
Knowledge of downstream oil and transportation best practices.
Relevant certification (e.g. CRSP, CSSC) an asset.
Propane trainer/evaluator certification an asset.
Computer skills, including MS-Office.
Clear and precise verbal and written communication skills.
Able to professionally deal with confidential information.
This position is classified as a Safety-Sensitive Position, and as such, the incumbent is subject to drug and alcohol testing.
Current valid driver’s license required.
Current knowledge of local, provincial and federal occupational health and safety codes, regulations and laws.
Ability to effectively manage multiple tasks and competing priorities under tight deadlines; initiative to plan, organize, and establish priorities. Excellent interpersonal, communication, and teamwork skills.
Ability to work with discretion, tact, and good judgment.
Extensive travel is required in this role.
