Job Summary:
The City's Concept 2 Keys (C2K) program is transforming how development applications are reviewed at the City of Toronto by reimagining organizational structures, processes and technology. The C2K program is working to deliver:
- A culture of collaboration and accountability between all stakeholders involved in development review processes;
- Improvements to the way we operate to ensure the development review process is relentlessly focused on customer service, and is accountable, predictable, transparent, performance-based, and collaborative; and
- Good city-building outcomes.
The Project Coordinator provides coordination and strategic support to this large multi-year transformational project affecting the structure of the City's development review process, developing new and updating existing operational practices, procedures and information related to the development review process and application requirements. The Project Coordinator researches and applies best practices to enhance both internal and external customer experience. The Project Coordinator demonstrates and applies an understanding of relevant municipal and provincial policies, guidelines, standards and procedures governing development review.
Major Responsibilities:
Reporting to the Manager of Applications, the Project Coordinator (Applications):
- Coordinates the review of development applications with interdivisional review team members;
- Monitors the progress of development applications through the process and identifies applications at risk of missing process milestones;
- Schedules application milestone meetings with interdivisional review team members and with applicants, prepares and distributes meeting agendas and minutes;
- Effectively manages time and priorities, coordinating a large number of applications across interdivisional review team members;
- Contributes to the successful review of applications, promoting and supporting collaboration within interdivisional application review teams.
- Facilitates hand-offs between City divisions in order to improve the customer experience and help projects move forward in a timely manner;
- Coordinates and tracks performance metrics related to the City-wide delivery of the application review process;
- Coordinates the implementation and standardization of new City-wide development review processes:
- Assists in the roll out of change management initiatives to support transformation and City-wide development review process improvements;
- Implements detailed plans and recommends policies and procedures regarding program specific requirements;
- Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government;
- Supervises assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning;
- Makes recommendations to C2K management to support management functions and improve efficiency and effectiveness of service delivery in regards to development review applications, service optimization and business process simplifications that could result in alternate service delivery, changes in staffing levels, restructuring, and resource allocation;
- Monitors changes to corporate policies and procedures and determines impact on operations;
- Prepares regular reports with trend analysis to management team on such issues as customer service measures and information management;
- Prepares documents for management by conducting research, analysis and scrutiny of all applicable materials;
- Acts as a liaison between C2K and other divisions, agencies, applicants and other stakeholders with respect to the coordination of applications and operational issues in order to establish and maintain effective partnerships; and
- Researches and reports on a range of new projects and initiatives as they arise with respect to application coordination.
Key Qualifications
- Post-secondary degree in Planning, Geography, Architecture, a field relevant to policy, public administration, or an equivalent combination of education and experience.
- Considerable experience in the development review process related to one or more of the subject areas of planning and building regulation.
- Experience with coordinating complex multi-stakeholder projects from inception to implementation, including the definition of project objective and scope, managing project activities, milestones and deliverables, monitoring and tracking progress, and communication with stakeholders.
- Demonstrated analytical skills in assessing and reviewing information, standards and services to identify best practices and opportunities for improvements in service delivery.
- Knowledge of the planning process and policy framework, including the Official Plan, Zoning By-law, other municipal guidelines and/or standards and provincial planning legislation.
- Ability to conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines.
- Excellent written and verbal communication and presentation skills, and the ability to present complex information to a variety of audiences.
- Experience with CSDC’s AMANDA platform, the City's IBMS or equivalent workflow tracking systems is considered an asset.
