Overview:
As the overseer of the client database (Efforts to Outcomes) utilized by CHT’s program services, the Quality Assurance and Database Manager plays a crucial role in creating and enforcing data quality standards. Working with the Director of Data, Research & Evaluation, they are responsible for all data stewardship and governance activities and reporting and analyzing program data to inform strategic and operational planning and performance. Their role in identifying key metrics to monitor performance and ensuring this information is reported in accessible ways to relevant stakeholders is pivotal.
The incumbent is responsible for identifying and developing a quality assurance framework to ensure program services operate at a high level of excellence and according to best practices. This includes but is not limited to ensuring documentation follows professional standards, reporting on incidents with a lens to ensure the safety of staff and clients, and maintaining practices in accordance with accreditation and funding bodies. This person ensures that regular quality assurance audits are conducted, and regular quality improvement projects are embedded in the culture of CHT.
Job Responsibilities:
The incumbent will be responsible for various tasks including:
- In collaboration with the Director of DRE, develops annual quality assurance plans that are congruent with CHT’s quality initiatives, strategic plan and departmental strategy

Supports the DRE department in data gathering and analysis related to effectiveness and impact of CHT’s Programs & Services

Uses best practices in data governance and quality improvement methodology, to provide support the data quality and strategic initiatives led by the Director of DRE

Responsible for overseeing the collection of agency wide program data in congruence with CHT values and ethical principles

Collaborates with necessary stakeholders and partners to identify solutions for data-related issues, including data availability gaps and data quality gaps to ensure business and project requirements are met

Responsible for the regular reporting of program data, including key performance indicators and outcomes to necessary stakeholders

Enforces compliance with data standards across all of program services

Coordinates and executes data quality audits and data cleansing efforts

Provides and maintains effective and accessible training and documentation on the use and appropriate handling of program data

Develop capability and technology solutions around essential data governance in areas of data sharing, access management, data quality management, data lineage, records management

Automate data management processes and governance activities related to key governance areas

In collaboration with the Director of DRE, creates relevant policies and procedures related to conducting quality assurance and data governance activities

Research best practices on data governance, policy and practice across the sector as needed and make recommendations based on these

Ensures all quality assurance, data analysis, written reports, and knowledge documentation are executed at a high level of excellence

Responsible for identifying and developing a quality assurance framework for program services using evidence-based frameworks

Identifies and reports on metrics measuring quality

Work with Directors, Program Managers, and program staff to generate recommendations for ongoing data quality initiatives and activities

Oversees regular quality assurance audits

Identify necessary improvements, through relevant program metrics, and ensure the implementation of quality system processes and continuous improvement

Engaged in continuous quality improvement and engagement efforts in achieving excellence across the Programs & Services department at CHT
-
Consistently operates with the highest level of integrity, privacy, and confidentiality.

Collaborates with program leadership to ensure relevant accreditation standards are maintained (e.g., presidium).

Continually seeks to facilitate a learning culture and culture of quality, collaborating with internal staff and external partners to integrate best practices and effective tools

Hiring, supervision, evaluation and termination of staff using a trauma-informed approach
-
Regular supervision and development of direct reports

Responsible for ensuring that human resource practices are consistent with agency policies and compliant with relevant legislation

Facilitates team meetings for quality assurance and data sub-team
-
Identifies training needs of staff and recommend training sessions for staff to engage in professional development activities as appropriate

Develops and manages the DRE departments budget, as well as additional project-related budgets
-
Present performance metrics, quality metrics and quality improvement findings internally at CHT as well as externally at relevant conferences and other forums (e.g., webinars)

Active engagement with the Program Manager Team (attending meetings and working on projects as needed)
Facilitate and lead internal data governance and quality assurance meetings

Qualifications:

Master’s degree in relevant field (e.g., social science, quality assurance) or Bachelor’s with 5 years of relevant experience

Five year’s experience in database management, two years of supervisor or management experience
-
Knowledgeable about quality assurance frameworks and quality improvement methodologies
-
Experience with oversight of developmental responsibilities, including project management, budgeting, managing multiple project
-
Strong leadership and people management skills, knowledge of leading from a trauma-informed approach
-
Knowledge and experience using data visualization software, e.g., Tableau, Power BI
-
Excellent communication skills, both verbal and written; comfortable with public speaking
-
Experience and knowledge of reporting from ETO an asset
-
Knowledge of youth homelessness, sex trafficking and/or front-line work is an asset
