ATCO Gas & Pipelines Emergency Management Business Continuity Team (EMBC) helps to ensure the resilience and reliability of the natural gas utility system. In response to hazards such as wildfires and extreme cold events, our mission is clear: to lead the industry in natural gas system resilience while ensuring uninterrupted, affordable energy for our customers. Our dynamic team will play a pivotal role in elevating system resilience and implementing cutting-edge emergency management programs. This position, under the guidance of the EMBC Supervisor, is responsible for implementing and facilitating ATCO Gas & Pipeline’s emergency management and business continuity program (EMBC). The outcome for this position is a suite of skill-building activities and materials that directly contribute to team effectiveness and resilience. The position requires a person who is experienced in EMBC, a strong facilitator and excellent communicator, who is client focused and able to work in a fast paced, growth-focused environment, and can work well with a team.
Responsibilities:
- Work within the standards, best practices, regulatory and client requirements that ATCO follows.
- Establish training/education material to build EMBC knowledge, skills, and abilities, meet regulatory requirements as applicable, and keep team and internal stakeholder skills relevant.
- Research current and emerging risks to ensure learning activity scenarios remain relevant and learners can address future emergencies.
- Leverage technology to create compelling content, optimize the learning experience of emergency teams, and promote participation.
- Facilitate learning activities such as Incident Command System (ICS) formal courses, as well as webinars, workshops, and exercises.
- Support ATCO teams during real emergencies and business disruptions. This may include on-demand training, or deployment to incident management centers throughout Alberta. The potential exists for non-standard work hours (extended shifts, evenings, weekends, and holidays) with little advance notice.
- Conduct post-incident reviews to identify lessons learned and areas for improvement.
- Review and edit documentation to ensure compliance with regulatory requirements, industry best practices, and internal standards program.
- Design and facilitate comprehensive and effective emergency response tabletop and full mobilization exercises.
- Review and report on the status of learning activity completion, effectiveness, and improvements.
- Represent EMBC and ATCO Gas & Pipelines in group environments, such as working groups, emergency response teams, learning activities, audits/investigations, and conferences.
- Build and sustain productive working relationships with ATCO’s operational and corporate teams, external agencies, government, regulators, and service providers.
- Proactively update supervisor on issues and concerns that may affect job deliverables and the success of the EMBC program.
- As part of team rotation, act on behalf of the EMBC Supervisor in their absence.
Qualifications:
- Completion of a post-secondary program in Emergency Management and Business Continuity.
- Incident Command System (ICS) 300 certificate (or ability to obtain) Associate Business Continuity Professional (ABCP) or MBCI equivalent or Associate Emergency Manager (AEM) certification is preferred.
- Experience delivering in-house training programs.
- 5 years’ experience developing and facilitating learning activities for adult learners.
- Exceptional organization, facilitation, and communication skills.
- Skilled in research, analysis, critical thinking, and writing.
- Knowledge and understanding of AER’s Directive 071 and CSA Z1600/CSA Z246.2.
- Proficiency with Microsoft Office applications (Teams, Word, Excel, PowerPoint, SharePoint, Visio).
- Knowledge of EMBC principles, plans and professional practices.
- Experience working in an Incident Command Post or Emergency Operations/Coordination Centre is an asset.
- A combination of education/work experience will be considered.
- Occasional work-related travel required in Alberta. Travel elsewhere for professional development (conference, training, business purposes, etc.) may be authorized.
