Regulatory Transformation (RT), part of the Capital Markets Office of the Chief Operating Officer (OCOO), serves as Delegated Owners for Capital Markets change, with a core focus on “Detect” activities. This includes monitoring for, assessing, communicating and assisting the Capital Markets Lines of Business with preparing for and implementing new and changing regulatory requirements. OCOO, through RT, assists in coordinating efforts to ensure regulatory change is fully implemented and imbedded into Capital Markets’ Business-as-usual processes. As an Associate on the RT team, you will contribute to regulatory changes by working with RT’s Vice-President team to support business compliance with new and changing regulatory requirements. Responsibilities and Duties
Reporting into the Vice President, CM RT, this role will be responsible for:
Monitoring the global regulatory environment applicable to BMO Capital Markets to identify legislative and regulatory changes impacting the Capital Markets business
This role will be required to monitor for regulatory developments emanating from all jurisdictions in which BMO Capital Markets operates, including but not limited to Canada, United States, Europe, and United Kingdom
This role will work closely with the assigned Vice President to interpret and analyze the regulatory change from each jurisdiction
Assisting in the assessment of the potential impact of the legislative/regulatory development to Capital Markets
Preparing reports and communications relating to the identified regulatory development for relevant stakeholders
Assisting in the maintenance of records and databases of regulatory development
Preparing presentations to the relevant Regulatory Developments Committee(s), including
Recommending the potential course of action the Bank should adopt (e.g. change in processes, new policies/procedures…etc.)
Tracking positions taken by the members of the Committee and documenting the action(s) taken by the Bank
Assisting with the development of planning for implementing regulatory change
Assisting with the transition of a preliminary plan into a full project/implementation work effort upon finalization of new or changing regulatory requirements
Assisting with management reporting on regulatory change matters where required
Qualifications and Skills
The ideal candidate will be a self-starter, industrious, pragmatic yet strategic, and able to achieve results with indirect authority. They should be comfortable working in a virtual environment with team members & stakeholders located across the globe. The candidate will be a strong team player capable of building strong relationships. They should have superior communication skills, both verbal and written, and excel in their ability to explain complex business and/or technical concepts to stakeholders across a wide spectrum of business areas.
3-5 years of relevant business experience, preferably in Capital Markets or a law firm setting with a focus on banking regulation
Ability to process complex legislative/regulatory matters and apply it operationally.
Knowledge of Capital Markets financial instruments, including, but not limited to derivative and foreign exchange products
Familiarity with the financial product lifecycle: origination, primary market, secondary market and the associated business activities such as settlement, risk management, operations & accounting
Understanding of market, credit, and operational risk
Working knowledge of Microsoft Office tools such as Microsoft Project, MS Visio, PowerPoint, Excel, Word, and SharePoint
Excellent oral and written communication skills; including the ability to understand and effectively communicate relevant industry rules and regulations to the business
Ability to communicate complex regulatory concepts clearly and concisely to individuals at all levels of the business
Strong interpersonal skills with a demonstrated ability to drive consensus across business groups and deal with challenging situations at all levels of the business in a resilient, confident and practical manner
Excellent problem-solving skills, detail oriented and deadline driven
Self-motivated and well-organized
Flexibility to quickly react to changing demands, ability to prioritize and work well under pressure
Demonstrated experience working in a highly regulated environment
Experienced knowledge of relevant industry regulations
Strong project management skills, including experience managing resources in a project setting
