Job Summary
The Director, Enterprise Crisis & Operational Risk Management, is responsible for leading the execution and ongoing management of HOOPP’s Enterprise Crisis Management and Business Continuity programs and supporting the evolution of the Operational Risk Management program. Reporting to the Senior Director, Operational Risk and Enterprise Crisis Management, the Director supports the development, implementation, and continuous improvement of frameworks, plans, and capabilities that enable HOOPP to prepare for, respond to, and recover from disruptive events. In addition, this role will be responsible for promoting a strong risk culture by identifying and collaborating with business partners to mitigate key operational risks.
Enterprise Crisis and Continuity Management
This role ensures that crisis response, business continuity, and recovery strategies are operationally effective, tested, and aligned with corporate priorities. Working under the direction of the Senior Director, the Director partners closely with business leaders across the organization, including Investment Management, IT and Finance, as well as external partners to support organizational resilience and the continued delivery of HOOPP’s pension promise.
Operational Risk Management
This role will also support the execution of key programs and using their expertise, will develop, recommend, and collaborate in implementing program enhancements. This involves working with the Senior Director in designing the program, defining strategy, setting guidelines, and the implementation and maintenance of the Operational Risk framework.
What you will do
Enterprise Crisis and Continuity Management
Enterprise Crisis & Continuity Program Leadership
Lead the day-to-day management and execution of HOOPP’s Enterprise Crisis Management and Business Continuity programs, in alignment with direction from the Senior Director.
Maintain and evolve crisis and continuity frameworks, standards, methodologies, and tools to address response, recovery, restoration, and resilience needs across the organization.
Crisis Response & Recovery
Coordinate and support enterprise response, recovery, and restoration activities during actual crisis or disruption events.
Act as a key operational leader during incidents, ensuring timely escalation, coordination, documentation, and post-incident review.
Support executive decision-making during crises through clear analysis, options, and recommendations.
Business Continuity Management
Oversee the development, maintenance, and testing of business continuity and recovery plans across business units, including Investment Management, Finance and IT.
Facilitate business impact analyses (BIAs), dependency mapping, and risk assessments in collaboration with business and IT partners.
Testing, Exercises & Continuous Improvement
Plan and deliver regular crisis simulations, tabletop exercises, and business continuity tests, including cross-functional and third-party participation.
Drive continuous improvement through lessons learned, industry benchmarking, and program maturity assessments.
Stakeholder Engagement & Collaboration
Work closely with internal partners including Investment Management, IT, Legal, Finance and Plan Operations divisions.
Coordinate with external service providers, emergency response partners, landlords, and suppliers to ensure continuity obligations are met.
Support Chief Risk and Strategy Officer in preparation for CEO and Board Committee meetings, and executive briefings related to crisis and continuity readiness.
Training, Awareness & Advisory Support
Develop and deliver crisis and continuity awareness and training programs for leaders, plan owners, and staff.
Contribute subject-matter expertise to related initiatives such as operational resilience, supplier risk, and emergency preparedness.
Reporting & Governance Support
Prepare regular reporting on program status, risks, testing outcomes, and readiness metrics.
Maintain documentation, policies, and standards in line with organizational and regulatory expectations.
Operational Risk Management (ORM)
Leverage existing risk management processes and capabilities, as well as industry knowledge to support the design, implementation, enhancement, ongoing maintenance, and execution of HOOPP’s ORM program and underlying processes, including but not limited to:
Operational Risk Event reporting
Key Risk Indicators
Industry Event surveillance and reporting
Vendor Risk Management
Provide analytical and operational support to the maintenance and execution of HOOPP’s operational risk event reporting process, and the undertaking of associated procedures, including ongoing monitoring of the program for continued relevance and effectiveness.
Provide on-demand advisory on risks and controls identification, assessment and remediation activities to key stakeholders, such as Investment Management and IT.
Support business partners in their implementation of ORM program components within their respective divisions.
What you bring
Bachelor’s degree in business, management, risk or other relevant major.
Business continuity, crisis management, or resilience-related certifications (e.g., BCI, DRII) are an asset.
Minimum 10 years of work experience, with 7+ years of progressive experience in business continuity, crisis management, emergency management, operational resilience, operational risk or related disciplines.
Hands-on experience developing, implementing, and maintaining business continuity and crisis response programs.
Working knowledge of industry frameworks and standards (e.g., BCI Good Practice Guidelines, DRII Professional Practices).
Experience coordinating cross-functional teams during incidents or major disruptions.
Strong program execution, planning, and organizational skills.
Ability to translate strategic direction into practical plans, processes, and outcomes.
Proven stakeholder management and collaboration skills across diverse functions.
Clear, confident communicator with the ability to operate effectively under pressure.
Sound judgement and decision-making capabilities in time-sensitive and high-impact situations.
Excellent written and oral communication skills.
Detail and execution-oriented with continuous improvement mind-set.
