Statistics Canada's approach is consistent with the direction of the Office of the Chief Human Resources Officer to implement a hybrid work model common to the entire federal public service concerning the prescribed presence in the workplace. Based on the Direction and in order to ensure efficiency, effectiveness, operational requirements and/or for reasons of collaboration, building team spirit, innovation and creating a culture of belonging, the appointee will be required to work onsite for a minimum of 60% of their regular work schedule. Current Needs: The immediate need is to staff CR-05 positions for Census of population 2026 which will be temporary needs under the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order .
Future Needs: This selection process could be used to create a partially qualified pool to staff similar positions with various tenures, various linguistic profiles, and/or security clearances within Statistics Canada across Canada, to fill a need, where we have a StatCan office*.

A secondary school diploma or an acceptable combination* of education, training and/or experience.
A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma (currently the General Intelligence Test 320 GIT-320)
OR
Successful completion of two years of secondary school AND two years of experience providing administrative support or performing clerical functions
Degree equivalency
EXPERIENCE:
- EXP1.a) Significant* experience performing tasks related to administrative services (General administration, Human resources, Finance, Data Access and Corporate Services)
Or
- EXP1.b) Significant* experience performing tasks related to survey operations (i.e.: filing, registration, classification coding, workflow testing, application testing, coordination of operational activities, editing & imputing statistical data, performing research and pre-analysis on data sets, etc.)

EDUCATION
- AEDU1 - Successful completion of two years of a post-secondary program with acceptable specialization in social science*, statistics, law-related field or computer sciences.
- Social science includes economics, political science, sociology, anthropology, demography/population studies, history, psychology, geography, criminology, and other disciplines associated with social science such as (not limited to) finance, accounting, commerce, business administration, agriculture, environment sciences, data science/data analytics, education, epidemiology or health.
- AEDU2 - Postsecondary degree in any of the following fields of study: management, public administration, human resource management, financial management, or in a field related to the position to be filled.

EXPERIENCE:
- AEXP1 – Experience with the census or another Statistics Canada surveys
- AEXP2 – Experience in a specific Statistics Canada service area

ASSESSMENTS:
All information obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidates including their ability to communicate effectively in writing.
Candidates must clearly demonstrate in the screening questionnaire how they meet the education and experience criteria listed in the Essential Qualifications and Asset Qualifications. Please note that stating that the requirement has been met or listing past or current responsibilities does not represent adequate substantiation. Rather, you must provide concrete examples that clearly illustrate how you meet the requirement. Failure to clearly demonstrate in your responses how you meet the screening criteria (Education, Essential Experience and Asset experience) could result in the rejection of your application. Inconsistencies in the application package may result in your submission being rejected.
A good way to proceed with the development of your example would be to use the STAR model:
S – Situation: Describe the situation and provide all relevant details.
T – Task: What tasks did you have to perform? What needed to be done to resolve the situation?
A – Actions: What did you do to resolve the situation and why did you choose this action plan? Did you consider other options? Why weren’t those options chosen?
R – Results: What was the outcome of the actions you took? What could you have done differently? Did you achieve your goals?

ADDITIONAL INFORMATION ON EDUCATION
If the specialization is obtained by the completion of two courses:
The courses do not need to be part of a degree program in economics, sociology, or statistics but they must all be from the same discipline. For example, two semester-based courses in economics would count as a valid specialization, but one semester-based course in economics and one in statistics would not count.
If the specialization is obtained through a combination of education, training and/or experience:
Example of acceptable combination for the specialization is defined as having a degree (bachelor’s, master’s or doctorate) from a recognized post-secondary institution AND a minimum of 1 year of full-time work experience where the primary tasks involved work in sociology, economics, or statistics.
Particular conditions for position under the Statistics Canada Census exclusion approval order:
Employees will be subject to the majority of the provisions of the Public Service Employment Act with some exceptions. Their employment will be subject to the following:
- they will not be eligible for internal appointment processes or deployments, except for acting appointments and deployments made to positions excluded by the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO).
- They will not be eligible for indeterminate status as a result of your employment in the Census program; time spent as an excluded employee will not count towards the three-year term to indeterminate conversion.
- They will be entitled to seven days' notice if they are rejected on probation.
- They will be entitled to seven days' notice when their employment ends, should their services no longer be required by reason of lack of work, the end of the census cycle or the transfer of work to other staff.
