Are you interested in engineering the pipelines, platforms and standards that make ministry data reliable, integrated and ready for use? The Strategic Data & Governance Unit is hiring a Data Pipeline Specialist to design and operate the data infrastructure that analytics and business intelligence teams depend on.
In this role, you will manage the planning, development and implementation of the ministry's end-to-end data lifecycle. You will build and continuously improve the ministry's data platforms, pipelines and standards, working with ministry and enterprise partners to ensure data integration, quality, privacy, security, documentation, metadata and lineage meet appropriate standards.
In this role, you will:
- Deliver data engineering projects and workstreams, contributing to scope, schedules, risk mitigation and quality assurance under the direction of the unit lead.
- Design, build and maintain data ingestion, integration and pipeline solutions on the ministry's data platform to make data available and usable for downstream analytics and BI teams.
- Apply and help refine data governance frameworks, including master data and metadata management, data quality rules, ingestion and integration standards, validation rules, and data sharing practices.
- Diagnose and resolve data quality issues arising at source systems and within data pipelines, and identify data inconsistencies and system incompatibilities.
- Apply agile and DevOps practices alongside OPS-standard project management and quality control techniques.
- Recommend data and pipeline architecture requirements and contribute to design and development work to improve the platform.
- Provide technical guidance to peers and junior staff, and support consultant and vendor coordination.
You have:
- knowledge of current and emerging data management approaches, including research methods (quantitative and qualitative), data collection, analysis, and interpretation
- understanding of how data and business intelligence are used to support policy development, forecasting, program planning, evaluation, and outcome measurement
- experience leading or supporting the development and implementation of data strategies or plans
- ability to identify data and business needs, including governance, data structures, and data quality considerations, and conduct complex analysis to develop practical solutions
- experience supporting or implementing data frameworks, standards, and practices that align with broader organizational priorities
You have:
- knowledge of user-focused approaches to business intelligence and data solutions, including data infrastructure and application development
- experience working with cloud-based data environments and data warehousing concepts (e.g., lakehouse architectures)
- knowledge of data warehouse design, dimensional modelling, data pipeline development, and data quality practices
- experience building analytics solutions using modern cloud tools and technologies (e.g., Microsoft Fabric, Databricks, Synapse, Power BI)
- understanding of business intelligence concepts, including metadata modelling and report design to support data insights
- knowledge of system development processes, including analysis, design (e.g., data and use-case modelling), testing, and implementation

- knowledge of policy development, decision-making processes, and accountability frameworks
- experience leading data or digital initiatives, including applying data governance practices and standards
- an understanding of requirements related to data privacy, security, and information sharing, and how they apply in practice
- awareness of broader data governance priorities, including ethical and responsible data use
