The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Division Overview
The Investment Management Division is responsible for regulatory engagement with investment fund managers and portfolio managers. It also oversees the regulation of investment funds that offer securities to the public in Ontario. Our function in the OSC’s mandate of providing investor protection is a vital one. We have a leadership role in developing new rules and policies within the OSC and within the Canadian Securities Administrators (CSA) to adapt to the changing environment in the investment fund and asset management industry. Our scope of activity includes reviewing and considering investor protection issues related to the offerings of investment products (including mutual funds, exchange traded funds, scholarship plans and labour-sponsored funds); assessing product disclosure, including prospectus and continuous disclosure filings; considering applications for discretionary relief from Ontario securities legislation and developing rules and regulating firms registered with the OSC in the categories of portfolio manager and investment fund manager.
The Division is recruiting for an Accountant to play an integral role in ensuring investor protection and supporting confidence in the capital markets.
Key Responsibilities:
In this role, you will:
- Conduct prospectus reviews to identify and assess operational and investment risks of investment fund products and ensure appropriate disclosure
- Assist the Division to carry out strategic risk reviews of issuers’ financial statements, management reports of fund performance, and marketing materials by reviewing data from the Investment Funds survey and identifying outliers.
Monitor trends and developments in the asset management industry to keep current on best practices and product innovation.- Work with portfolio managers and investment fund managers in assessing discretionary regulatory relief related to ongoing registrant obligations and as required to launch new products that may create novel investment exposure.
Assist the Division in fostering best practices by communicating with investor advocates, portfolio managers, investment fund managers, other regulatory bodies, and industry practitioners. These communications include specific file related discussion, presentation, publication of newsletters and notices, as well as special committee discussions.
Participate in the creation and implementation of policy and legislation related to the asset management sector.
You Have:
As the ideal candidate you are a Chartered Professional Accountant of Ontario and have 5+ years relevant work experience in the capital markets industry.
You have familiarity with IFRS and GAAS issues as they relate to investment funds and/or auditing experience of investment funds and a strong understanding of the Canadian securities’ regulatory environment.
A Chartered Financial Analyst designation is desirable as is investment products or derivatives knowledge.
The ability to demonstrate creativity, achieve results, communicate information clearly and concisely, and an aptitude to balance investor protection, regulatory objectives and practical business applications are assets that will lead to success in this role.
