Reporting to the Senior Officer, Employee and Labour Relations, the Employee and Labour Relations Officer is responsible for providing guidance on the interpretation, application and administration of applicable collective agreements and polices in addition to providing support in the negotiation of collective agreements between the University and its staff associations. The incumbent will play a key role in managing and resolving disputes involving managerial, support and specific categories of academic staff (in conjunction with HR Partners and Faculty Relations Officers), and in building and maintaining collaborative relations with the support and academic staff associations.
Provides advice and assistance to University administrators and HR Professionals on the consistent interpretation, application and administration of assigned staff agreements and policies.
Identifies emerging trends and developments within the public service and post-secondary education sector through regular liaison with labour relations personnel at Alberta post-secondary institutions and other comparable organizations.
Dispute Resolution and Grievance Management
Provides timely, strategic advice on disputes and settlement options.
Manages the review, fact finding, and resolution of grievances under the applicable academic staff agreements.
Identifies opportunities for the resolution of emerging disputes through consultation with leaders, administrators, HR professionals, legal counsel, unions, and other University resources.
Drafts and reviews settlement agreements, grievance responses and other correspondence.
Participates in and supports negotiations between the University and its staff associations, including participating in or leading sub-committees.
Provides ongoing support during the bargaining process through regular liaison with human resource services, faculty relations, legal and communications personnel.
Researches, reviews and recommends changes to the language of support and support and academic staff agreements and/or their application.
Supports the bargaining team members in formulating negotiating strategies and bargaining proposals for collective bargaining.
Policy Development and Labor Relations Education
Researches and recommends new or revised University policies, procedures and best practices within areas of responsibility.
Coordinates consultation processes with NASA and AASUA in accordance with applicable staff agreements and University governance requirements.
Supports initiatives to provide training, orientation and support to University administrators on the correct interpretation and application of support and academic staff agreements, approved policies and procedures.
Completion of a related University degree (e.g. business, human resources, or law) with a specialization in labour relations. An equivalent combination of education and experience may be considered.
A minimum of 8 years of progressively responsible experience in human resources including at least 5 years of direct hands-on experience as a labour relations practitione
Several years of experience in a public sector or post-secondary unionized environment
Demonstrated negotiation and dispute resolution skills; including previous experience dealing with grievances and supporting bargaining activities
Proven ability to analyze and present complex information succinctly and clearly, both verbally and in writing
Strong organizational and time management skills, with the ability to manage multiple demands and priorities
Proven ability to build and maintain collaborative working relationships
In accordance with the Handbook of Employment for Management and Professional Staff (Excluded), this full–time continuing position offers an annual salary range of $69,627 to $116,043 and a comprehensive benefit package which can be viewed here.
