Under the general supervision of the Operations Coordinator, the Animal Services Officer 2 is a subject matter expert and a “go to person” for Animal Services Officers. Primarily operating in the field, further responsibilities include animal control and promoting responsible pet ownership through education, providing information about the role of Animal Services, enforcement of animal related municipal by-laws, and other duties as assigned by the Operations Coordinator.

As the Animal Services Officer you will:
Work with the Animal Services Officers in the field, checking vehicle daily forms, ensuring adequate supply of forms and equipment are carried in the vehicles, and reports problems to the Operations Coordinator.
Role model a superior work ethic, fairness, punctuality, and a respectful workplace.
Advise and educate the public about animal related municipal by-laws and encourages compliance. Issue warning or offense notices as required.
Attend special promotional events and educate the public on responsible pet ownership.
Maintain records and systems, prepare reports, and take statements.
Obtain court orders and entry warrants. Serve court ordered warrants and tickets as required.
Attend court and present evidence gathered.
Respond promptly and courteously to complaints from the public about by-law infractions and investigate incidents with the individuals involved.
Document all pertinent information accurately and complete appropriate forms and reports on dangerous dogs.
Patrol assigned areas such as neighborhoods, parks, school grounds, and capture animals running at large.
Ensure the humane treatment of animals.
Transport animals to Animal Services, animal shelters, special events, and veterinarians as required.
Return animals to owners following established procedures.
Perform other duties consistent with this classification as required such as tranquilizing animals when required, dispatch or kennel duties, the duties of the Animal Services Officer I and other duties as required.

Your education and qualifications include:
Subject matter expert regarding the Responsible Pet Ownership Bylaw and associated enforcement operations
Experience or training in the care of dogs and cats (minimum 1 year preferred).
Experience with dogs in an animal welfare environment (animal shelter, animal agency, dog rescue), dog boarding kennel, or veterinary clinic. (minimum 1 year preferred).
Law enforcement experience is an asset.
Grade XII or equivalent.
Experience in working in law enforcement or public relations and experience working with animals.
Valid Class 5 Manitoba Driver’s License.
Demonstrated ability to create and maintain respectful relationships with the public through positivity, interpersonal and teamwork skills.
Working knowledge of common breeds of dogs and cats.
Demonstrated ability to handle dogs and other animals safely and responsibly under various conditions.
Working knowledge of City geography and neighbourhoods.
Ability to communicate tactfully with the public and in court.
Ability to effectively record information and write reports.
Ability to work independently, with minimal supervision.
Ability and willingness to work a four- shift rotation; including standby/safety coverage after hours on weekends and evenings with a one hour response to Animal Services and then to the incident.
Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
Thorough knowledge of the operating procedures and practices of the Animal Services Agency.

Must have the ability to qualify and receive appointment as a Special Constable.
Animal Service Officer Physical Fitness Assessment certificate through the University of Manitoba to the employer will be required from the applicant(s) or successful candidate(s), at their expense.
