Manager, Clinical Information

Reporting to the Senior Director, Public Affairs and Strategic Partnerships, the Manager, Clinical Information is responsible for the day-to-day management of the clinical information operations of the Hospital, including Admitting, Registration, Health Records and Switchboard. In addition, you will be responsible for the patient information needs of the clinical, administrative and support programs, including liaison with Decision Support to provide clinical information for organizational decision making.

Supervision of employees, including:
Oversight of the workflow and job assignments, productivity and other performance measurement standards
Management of staff scheduling, queries and conflict resolution
Alignment of departmental work environments with the Hospital’s Shared Purpose and Core Values
Quality management and internal controls, In conjunction with NHH Decision Support including:

o Reviews patient health information to ensure data quality and integrity
o Performs chart audits to ensure compliance with patient information documentation requirements
o Ensures clinical health information systems, policies and procedures, and internal controls are in place to meet
standards of practice, legal, Ministry and other reporting requirements

Maintains appropriate internal controls to safeguard hospital assets
Maintains appropriate internal controls, policies and procedures to safeguard the personal health information of patients, including strict adherence to all privacy and confidentiality legislation
Audits or other reviews of areas of potential risk or concern

Operational management, including:
Admitting/Registration and Switchboard:
o Oversight of daily operations of admitting/registration and switchboard
o Promotion of a positive, service-oriented culture

Clinical Information:
o Directs the advancement of the electronic health record, including standardization of health record forms, chart orders, chart completion and maintaining of documentation standards
o Collects clinical and demographic information to assist in improving practice patterns and maximizing the utilization of available resources
o Monitors and implements changes with respect to collection and reporting requirements and processes, in step with changing benchmarks, indicators, trends and standards
o Liaises with medical staff, ensuring health care providers comply with established documentation requirements, policies and procedures

Privacy compliance, including:
Assists the Hospital’s Chief Privacy Officer in compliance with access requests and other privacy-related obligations
Establishes and maintains appropriate privacy information practices and promotes a culture of privacy and confidentiality related to personal health information
Acts as a resource for Public Hospitals Act compliance, and other related legal requirements regarding charting guidelines and the release of information

Education, including:
Physical education as it relates to chart completion and documentation requirements
With Decision Support, education to physicians, administration, clinical departments and committees on topics related to coded data
Development and maintenance of coder orientation material and tools

Human Resources Management, including:
Direct supervision of staff
Facilitation of effective use of resources and services within the program(s) overall budget and mandate
Hiring, training and evaluating staff members
Investigation and resolution of complaints, disciplining and responding to grievances
Support and encouragement of initiatives designed to maintain and promote professional standards and practices.

Graduate of a recognized post-secondary education program, preferably in Business Administration, Accounting or Health Services
Certification (preferred) in Health Information Management Designation and a member in good standing with the Canadian Health Information Management Association
3-5 years of experience in a hospital setting, preferably acute, with a demonstrated understanding of coding standards, provincial coding directives and data quality
Knowledge of ICD-10-CA/CCI, Discharge Abstract Database (DAD), Case Mix Groupings (CMGs), NACRS, etc.
Demonstrated commitment to continuing education

 Working knowledge of LEAN concepts and methodologies
 Computer literacy
 Demonstrative creative, innovative, critical, technical/analytical and factual thinking
 Attention to detail and strict adherence to policy and protocol
 Strict adherence to privacy and confidentiality standards
 Excellent communication and interpersonal skills
 Comfortable working with all levels of management, staff and physicians within organization in addition to vendors, regional partners and government agencies
 Well developed leadership and supervisory skills.
