BUDGET ANALYST

This position is accountable to support the Regional Director of Finance in directing, coordinating, implementing and evaluating the budgeting, financial planning, and reporting services of Labrador Grenfell Zone and other related entities in accordance with departmental, government, and professional accounting regulations and procedures in collaboration with the Director of Budgeting.
Qualifications:
" Completion of a Bachelor of Commerce or Business Administration with major focus in accounting and/or finance related course work is required.
" Certified Professional Accountant (CPA) Designation as well as a member in good standing with the Certified Professional Accountants Association of Newfoundland and Labrador is required.
" Must have progressive experience in financial management preferably in a healthcare environment. (A minimum of three (3) years of progressive experience within the last five (5) years in financial management is required.)
" Demonstrated experience and knowledge in financial analysis, budgetary preparation and review
within a computerized environment is required.
" Knowledge of Cognos, TM1, Meditech software systems, Data Base Management software and MS Word, Excel, PowerPoint, Windows and other PC based applications is required.
" Demonstrated ability to function effectively in a high pressure, diverse and changing environment.
" Demonstrated strong interpersonal, organizational and computer skills.
Duties (Include but not limited to):
" This position is accountable to support the Director of Finance in directing, coordinating, implementing and evaluating the budgeting, financial planning, and reporting services of Labrador Grenfell Zone and other related entities in accordance with departmental, government, and professional accounting regulations and procedures in collaboration with the Director.
" This position is responsible for collecting, processing, and disseminating a multitude of information and reports to a wide range of users. Internal users include program/corporate directors, and managers, Senior Executive Team, Finance Committee and the Board of Trustees. The largest external user is the Department of Health and Community Services (DOHCS) as well as both the provincial and national centers for Health Information. Reports are both qualitative and quantitative in nature and include information on budget performance, overtime, sick leave, staffing levels, utilization statistics, trend analysis etc.
Salary:
" In accordance with the HAY Management Pay Plan plus the applicable Labrador Allowance.
Hours of Work:
" 70 hours bi-weekly, Monday to Friday.
