Overview
A professional construction project procurement supervisor, under the guidance of a cost and procurement manager, will independently manage subcontractor/supplier procurement: sourcing suppliers, screening suppliers, procurement planning, tender documents, tender issuance and Q&A, bid response analysis, commercial clarification, award documentation, and contract approval support.
This position is not a typical coordinator/administrator/general procurement role. Candidates should have experience in engineering procurement, be able to read drawings, understand subcontracting scope and professional interfaces, and be able to independently manage procurement packages.
Responsibilities
- Independently conduct subcontractor/supplier sourcing, initial screening, follow-up on incoming documents, and maintain the bidder list.
- Assist in developing the procurement plan, tender package list, and tender priority based on project plans and drawings.
- Read architectural, structural, interior, landscape, and MEP basic drawings to understand the trade scope, drawing versions, specifications, and scope boundaries.
- Compile RFP/RFQs, scope, pricing sheets, drawing/spec lists, tender instructions, addenda, and clarifications.
- Independently issue tenders, follow up on responses, organize Q&A sessions, and maintain Q&A, clarification records, version control, and tender log.
- Check the completeness of quotations and compile exclusions, qualifications, unit rates, separate prices, and abnormal quotations.
- Create bid comparison tables, provide preliminary analysis, a list of missing items, clarification questions, and interview suggestions.
- Assist with tender interviews, record meeting minutes, and follow up on supplementary quotations and clarification responses.
- Organize and compile the bid evaluation data package and contract approval attachments; maintain the procurement ledger, quotation records, subcontractor resource library, and project document archives.
- Proactively identify and report any risks in drawings, scope, quotations, or exclusions; do not assume they are acceptable.
Job Requirements
- 3+ years of experience in construction project procurement, project coordination, contract management support, and general contracting/developer/subcontracting; experience in independently managing tender packages is preferred.
- Able to understand basic architectural, structural, interior, landscape, or MEP drawings, and comprehend drawing versions, scope of work, professional interfaces, and common scope risks.
- Familiar with RFP/RFQ processes, tender issuance, Q&A, bid response, price comparison, clarification, awarding documents, and contract approval support procedures.
- Proficient in Excel/Google Sheets; clear and professional English email communication; able to independently follow up with subcontractors, suppliers, consultants, and internal teams.
- Attentive, with strong follow-up skills and a logical engineering approach; proactively escalates issues related to scope, pricing, and contract risks, avoiding unfounded judgments.
