PRIMARY PURPOSE
Supports the Director in providing strategic direction and leadership for the acquisitions & leasing function. Leads planning, management and execution of acquisitions, leasing and divestitures involving potential development, re-development, investment income generation and operational need opportunities, with a view to supporting the long-term vision and strategic direction of the TransLink Enterprise including for non-taxation revenue generation as a funding source.
KEY ACCOUNTABILITIES
Provides input into the development of strategies and plans on divisional goals and corporate planning. Participates in the preparation, and ongoing updates, of the 20-Year Real Estate Development Business Plan. Develops and delivers strategies for the core real estate program of acquisitions and/or divestitures, through purchase and sale, expropriation claims, leases, easements, rights of way, etc., ensuring the acquisition activities and processes are in compliance with external legislation and regulations, and internal policies and procedures.
Develops short- and long-term plans for each targeted asset through business case analysis, focusing on value creation opportunities, and ensuring that future expansion and/or redevelopment of properties meets the broad goals of the Division, as well as commercial real estate return criteria. Acts as a steward of TransLink's assets in the immediate term, ensuring appropriate policies and processes are in place to protect and enhance asset value. Establishes standards and key performance measures for all areas of accountability and monitors ongoing achievements, taking necessary corrective action to ensure strategic objectives are achieved.
Manages pre-project real estate initiatives on major infrastructure and capital projects such as feasibility studies, proforma financial analysis, property value estimates, business valuations, expropriation risk assessments, expropriation claims and settlement assessments, etc. through to implementation, delivery, and close-out (including any litigation).
Oversees market analysis, opportunity identification, prioritization and evaluation of transit-oriented investment and development opportunities that are aligned with the mission of the Division. Directs actions, plan adjustments and decision-making based on analytical findings. Prepares comprehensive reports including recommendation on the acquisition or sale of properties and risk management strategy to address any areas of high impact and sensitivity.
Negotiates real estate acquisition or divestiture transactions and facilitates subsequent management of contracts through to implementation and close-out with the requisite departments. Advises TransLink senior management, executive, and Board/Board Committee on strategies and processes to address sensitive or high-risk issues, as may be required. Participates in the negotiations of innovative funding arrangements that may leverage the private sector to fund transportation infrastructure, facilities and related transit-oriented development and investment.
Develops and maintains effective strategic relationships and networks with key stakeholders (internal and external) including other departments, realtors, consultants, contractors, municipal staff, approval authorities, and potential customers and partners. Participates in community/public consultations, public hearings, and litigation proceedings, and builds relationships with the private sector and other government agencies to identify and pursue opportunities, while managing any sensitive issues, to ensure best overall value is achieved on all real estate transactions.
Manages reporting staff, including selection, training, coaching, development, performance evaluation and all other people management practices, ensuring department practices comply with human resources policies and framework. Manages external consultants and contractors, as required.
