Job Summary
The Manager of Resource Planning is responsible for overseeing the strategic planning and allocation of resources across the organization to ensure optimal efficiency and productivity. The role involves developing and implementing resource management strategies, collaborating with various departments, and analyzing resource utilization data to drive informed decision-making.
Main Responsibilities
Unionized Work Force Planning and Coordination
- Establish and maintain a list of approved unionized positions in conjunction with departmental heads and finance
- Manage bulleting process of unionized positions
- Work directly with Human Resources (HR) and Training to facilitate hiring as required to fill approved positions
- Identify areas of under or over staffing and work actively with Labour Relations (LR) and department heads in reallocating internal resources
- Identify and work with department heads and Finance to develop business cases for insourcing
- Work with Information and Technology (I&T) to maintain and replace the Workforce Deployment System (WDS)
- Work with Training to maintain and apply employee training and qualifications
Invoice Management and Contractor Oversight
- Establish and maintain a process to review and preapprove invoices
- Work closely with Accounts Payable, Purchasing and Supply Management to maintain and updated invoice approval and payment systems
- Work closely with Supply Management on Vendor reviews and contracts
- Identify trends in contractor usage and look for opportunities to reduce overall cost and increase efficiency
- Act as a resource for Engineering as relates to invoice approvals, contractor management and small value items not handled by Procurement and Supply Management (PS&M)
Time Reporting and Attendance Management
- Work with HR, Engineering Systems and I&T to maintain and improve time reporting functions in Systems, Applications, and Products (SAP)
- Develop systematic and on demand time reporting audit capabilities
- Develop and maintain processes to assist supervisors in attendance management
Fleet, Equipment, Tools and Facilities
- Work with Work Equipment and fleet management to ensure overall fleet size and allocation is aligned with unionized work force distribution
- Work with Facilities Maintenance to ensure overall facilities are aligned with unionized work force distribution
Talent Development
- Lead, coach, and develop a team of professionals
- Partner and engage with cross-functional peers and other stakeholders, establishing collaborative and productive dotted line relationships
- Ensure professional well-being of the team
Data Analysis and Reporting
- Analyze resource utilization data to identify trends, inefficiencies, and opportunities for improvement
- Prepare and present regular reports to senior management on resource allocation, utilization, and forecasting
- Use data-driven insights to inform strategic decision-making and resource planning
Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires minimal travel (10%) within Canada and the United States (U.S.).
Requirements
Experience
Resource Planning and Project Management
- Between 5 to 7 years of experience in Resource Planning, Project Management or a related role
- Between 2 to 3 years of experience overseeing direct reports
o Experience in HR and LR application of collective agreements*
o Experience in contract administration*
- Any experience for these above would be considered as an asset
Education/Certification/Designation
- Bachelor’s Degree in Commerce, Administration or Engineering*
- Master’s Degree in Business Administration (MBA)*
- Any designation for these above would be considered as an asset

- Knowledge of Work Force Deployment Systems*
- Fluently bilingual, both written and verbal (English, French)*
