This position reports to the Oversight and Risk Analytics team in our Office of the Chief Risk Officer sector. This sector enables each employee to embrace strategic risks within established limits
About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation, and partnerships. You will conduct ongoing creditworthiness analyses and evaluations of existing and potential counterparties to support CMHC’s credit risk policies. You will develop and implement new credit risk measures and methodologies in line with best practices to provide increased precision around business decisions. You will lead the synthesis and delivery of strategic financial guidance to various corporate clients, as well as conducting ad-hoc financial analysis and advice as prioritized or requested by management. You will proactively develop an in-depth understanding of the business operations through discussion and analysis, distilling financial needs, and gaining trust as a business partner. You will also provide financial expertise, strategic advice on financial activities, financial analytical support, operational risk monitoring, research on analytical techniques and support on best practices and procedures. This will help us make housing affordable for everyone in Canada.
What you will need
Undergraduate degree in a related field such as business, accounting, finance, commerce or economics.
Chartered Financial Analyst, Financial Risk Manager or Chartered Professional Accountant designation is preferred.
Minimum of five years of prior relevant experience with increasing responsibilities.
Knowledge of fundamental credit analysis / financial modeling, Capital Markets and Risk Management Practices.
Strong analytical reasoning and an ability to resolve complex problems relying on incomplete data.
Oral and written communication skills including presentation skills.
Attention to detail.
Ability to take initiative and work both independently and in a team environment.
Excellent organizational skills and ability to prioritize and work in a multi-demand environment.
Intermediate MS Excel skills, knowledge of market information and analysis systems (Bloomberg, Reuters, S&P Capital IQ) and treasury risk management systems. Experience with Wallstreet Suite would be an asset.
Understanding of financial statements and general accounting principles.
Successful completion of a professional accounting designation (Chartered Professional Accountant, Chartered Accountant, Certified General Accountant, Certified Management Accountant) and a Chartered Financial Analyst designation would be considered assets
What you will be doing
Provide advice to appropriate staff and management on borrower creditworthiness, credit limit exceptions and counterparty credit risk management strategies.
Report on approvals granted in relation to compliance with program policies and relevant developments.
Establish and maintain meaningful relationships with key corporate client leaders and other relevant stakeholders to gain a thorough understanding of the operations and environment, facilitate collaboration in accomplishing credit analysis tasks, and influence complex business decisions.
Provide analytical assistance to various ongoing and occasional corporate initiatives and to the functional teams.
Develop and implement new credit risk measures and methodologies to increase precision and automation and to decrease operational risk.
Leads the quarterly risk reporting process, all the while ensuring that critical deadlines are met and ensuring accurate reporting of all exposures
Ensure timely credit risk reporting and analytical requirements are met for key internal and external stakeholders. This includes reporting and analytical support for risk metrics like aggregate exposures; economic capital, VaR and concentration limits
Supports ad-hoc analysis across Securitization, Investment, Pension and Liquidity portfolios
Prepare proposals/recommendations for investment limits and for the financial strength of a borrower and assign internal credit ratings to counterparties based on the results of financial reviews.
Perform, document, and guide ad-hoc financial analysis for areas that have been prioritized by management, in addition to areas, which the Senior Credit Analyst deems and justifies as requiring analysis.
Perform complex financial analyses of rated and non-rated financial entities and other counterparties related to the Corporation’s securitization, outsourcing, investment and hedging activities and/or mortgage loan insurance activities.
Distill and formulate thoughtful and supported financial recommendations based on the results of proactive financial analysis, identified areas of risk exposure, and available opportunities for improvement; ensure the recommendations align with enterprise-wide objectives and initiatives.
Analyze and explain financial impacts related to credit and market metrics in relation to investment or mortgage loan insurance decisions/strategies.
Ensure that appropriate systems are in place for effective and efficient credit risk analysis.
Ensure Capital Markets’ investment treasury and insurance activities are within CMHC’s risk appetite metrics, risk controls, and policy compliance.
Provide oversight throughout the process of setting credit limits and making credit review recommendations.
Lead the development, implementation, standardization, and monitoring of meaningful and appropriate strategic performance indicators, measures and targets for corporate clients to ensure their respective functions are meeting stakeholder expectations and achieving strategic objectives.
