About the role
RMS Industrial Development is seeking a Staff Industrial Development team member to lead LM Canada’s ITB initiatives – specifically associated with CMS-330 sales and the LM Canada Kanata led efforts – and support for the Canada Country Lead (Senior Staff) position, as well as other Canada and US-based team Industrial Development team members to manage highly complex offset (ITB/IRB programs), for both programs in execution phase and pursuit/capture phases.
Primary Responsibilities:-
Lead the River Class Destroyer ITB obligation and manage other obligations associated with CMS-330 related programs, in support of Canada’s overall National Shipbuilding Strategy and LM Canada’s operations.

Work with diverse functional teams both within RMS Core and GBD/Corporate, as well as individual program teams within each of RMS’s LOBs, particularly to help increase Canadian content value within RMS programs.

Serve as a key stakeholder in International Capture Teams to analyze Canada’s ID regulations, requirements and customer industrial expectations

Conducts or coordinates initial industry evaluations to determine capability range in support of developing an industrial strategy

Compiles reports of industrial, economic, and associated political factors in preparation for the capture phase. Identifies potential in-country strategic industrial partnerships or investment opportunities that support offset credit solutions for captures and keep-sold efforts

Coordinates and secures commitments of Lockheed Martin resources to support industrial development projects. Functions as a point of contact with Industrial Development customers and has routine contact with Lockheed Martin suppliers and other international companies

Identifies necessary materials and resources, develops and supports offset project plans, offset project schedules, and partners with other managers and functional personnel to ensure success of assigned programs

Engages with other Lockheed Martin teams, including interfacing with RMS in-country supply chain personnel, collecting and validating necessary industry documentation to support credit claims and other required tasks

Assists with engagements and interactions with offset organizations within foreign governments to understand applicable regulations and expectations

Supports and maintains offset agreements with offset customers

Supports the implementation of offset program requirements that satisfy commitments on schedule and within program budget

Supports reporting on offset progress, and ensures offset commitments are implemented in accordance with relevant policies and procedures

Tasking may include although it will not be limited to identification, documenting and development of applicable process and procedures, support of offset project development, proposal development, development of program metrics and tracking of program progress

Supports the management overall Canada-related Industrial Development programs

Acts as an Industrial Development customer contact and responsible for maintaining effective relationship within foreign governments and key industries

Supports management for the cost, schedule and technical performance of indirect Industrial Development programs and support of direct activities in alignment with corporate-wide objectives/strategies

Manages offset reports, credit claims, and awards, supports internal/external program reviews, provides reporting on offset progress, and ensures offset commitments are implemented in accordance with relevant policies and procedures, and responds to offset-related audits, when applicable

Participates as a member of Lockheed Martin international Industrial Development Country Teams (IDCT) for the Canada and ensures a OneLM approach to industrial development activities.
What you bring to the role
Experience in one/more of the following areas:

3-8 years Industrial Development/Offset program/project management, notably IRB/ITB

Canadian aerospace & defence programs

International Contract Negotiations or Negotiations

Program or Project Management

International Business Development and/or Capture Experience

Supplier Management or Supply Chain Management

Coordination of Lockheed Martin with various government entities.
Additional skills desired for the role
- Experience in program/project management - specifically managing large IRB/ITB obligations

Experience with proposal writing, ability to develop and / or evaluate business plans and financial risk analysis

Demonstrated communication and presentation skills

Ability to work in-country in both a team environment as well as independently with guidance from senior members of the organization

Experience with Earned Value Management System (EVMS) and knowledge of CAM responsibility

Experience in dealing with LMAP and CORPDOC procedures and provisions

Experience in dealing with SAP, Procure to Pay (P2P), and Confluence systems.
Language Requirements in Quebec
Knowledge of the English language is required for this role as the position described in this posting requires the candidate to communicate every day with a virtual team outside Quebec as well as communicate with different members of the organization, clients and suppliers located outside of Canada. For engineering positions, the candidate must also be able to read or modify technical documents from our main clients and write technical documents for these same clients.
