The Manager, Trade Desk Compliance will focus on regulatory trade desk compliance within the Compliance department, including testing, monitoring/surveillance, training and policy development, ensuring processes and controls are well documented and robust, compliance systems and frameworks exceed minimum requirements.

You will have the opportunity to work collaboratively and professionally with all levels of staff across the trading desk to drive compliance risk awareness, compliance risk mitigation strategies and a culture of compliance with sensitive issues and inquiries.
What you'll do
Assist in the ongoing development, implementation, monitoring and testing of compliance policies, procedures and internal controls in support of Teachers’ trade desk compliance program across all asset classes (Fixed Income, Equities, Derivatives, Swaps, OTC products).
Lead the analysis, testing and review of the trading compliance reports and surveillance oversight of the Order Management Systems trade compliance functions, raising issues to resolution.
Demonstrate initiative in addressing the pre trade review process for new and follow on equity and fixed income issues which includes analysis of prospectuses, documentation and anti-money laundering and corruption risk assessments.
Partner with the business for on-boarding new broker due diligence including analysis of registration requirements and assessment of any sanctions and regulatory breaches.
Collaborate in the creation and delivery of compliance training for employees pertaining to the Trade Desk Compliance Policy and other policies or issues relevant to Capital Markets and investments employees regarding topical Compliance issues.
Lead the daily review of regulatory notices regarding policy and rule changes, market structure, and enforcement actions. Provide risk assessments, solutions to new and emergent regulations and communicate to staff including senior OTPP executives where appropriate.
Document and report on a regular basis the trade surveillance activities of the Trade Desk Compliance monitoring and testing program and provide meaningful data, analytics, reports and findings to the business where appropriate and the Director.
Monitor the efficiency of policies and procedures of department; recommend and implement refinements or changes where appropriate.
Help run data processing activity, as it relates to Compliance including the review of exceptions. Identify, suggest and develop tools and technologies to support compliance surveillance of the trading desk.
Assist and advise in responding to inquiries and requests from external regulators, SRO’s, the legal department, internal audit and external clients.
Support the compliance framework/program, which supports the executive and board objectives and investment risk appetite statement. Including drafting policies, guidelines and procedures.
Work with Capital Markets team to continuously monitor risk including supporting OTPP’s Trading Systems and quickly assess situations and implement where vital, compliance approvals to facilitate trading and respond to compliance related questions regarding trades and trading strategies.
Execute on trade surveillance monitoring program with respect to all trading, and investment securities activity and requires a motivated individual with compliance and trading knowledge with a strong aptitude for deriving transparency from sophisticated trading activity and data as well as improving operational efficiencies and implementing industry standard methodologies.
Monitor regulatory developments, evaluating large amounts of data on a timely basis, identifying possible compliance/operational issues, investigating, identifying potential solutions and raising them for resolution where appropriate.
Participate in compliance improvement projects that will entail developing solutions, organizing and tracking projects, maintaining priorities, setting and meeting deadlines, and driving initiatives to conclusion.
On complex issues, the Manager is encouraged to fully research the issue before providing recommendations. Recommendations need to be clearly and logically thought out, exhibiting an ability to perform adequate diligence on rules, facts, and data while defending their position.
What you'll need
Bachelor’s Degree in Business Administration or related field is required. A graduate degree in a related field (e.g.: MBA) is an asset.
Minimum 6 years experience on a trading desk, trade desk compliance or working in Capital Markets compliance more generally, advising trading personnel on rules and responsibilities, is required.
Proven Subject Matter knowledge in Capital Markets Compliance Supervision trading equities (foreign and domestic), fixed income, derivatives, options, futures, Swaps and commodities or various combinations, is required
Strong background in Canadian, US and European regulations, including trading rules and regulations is an asset.
Deep understanding of technology in the regulatory process including knowledge in trading systems (Bloomberg, Charles River, BSEF) and experience building compliance queries.
Ability to effectively communicate at all levels within the organization. Contacts will include Compliance Senior management and Investments team employees, Legal, Operations, and IT.
Expertly and discretely address senior individuals on the trading floor with excellent verbal and written communications and presentation skills.
Ability to be assertive, restrained, discreet and understanding; all while being able to interact with a variety of personalities.
Experience interacting with regulatory bodies and marketplaces.
Experience establishing compliance processes and drafting compliance procedures.
Experience interpreting securities rules and regulations and putting them into practical experience.
Specific knowledge of the buy-side is a plus.
Securities industry related courses an asset (e.g. CSC, CPH, CCO course, Series 7 and/or 63, Trader Training Course, AML certification).
The position requires expert problem-solving skills, initiative, curiosity and ability to work autonomously with very sensitive information. A high degree of professional judgment is required in the face of incomplete information and the ability to investigate/review appropriately and understand what and when to raise issues to senior management.
