Job Responsibilities:
- Build robust and competitive procurement cost, scope & schedule commitment.
- Planning, organizing, supervising, and managing all procurement tasks.
- Oversee and manage all procurement disciplines; subcontracts, purchasing, material control, expedient, and Logistics.
- Collaboration with the various disciplines/teams to define, plan and schedule procurement’s roles and responsibilities, abilities, and tasks.
- Define KPI metrics to track and monitor procurement progress and performance.
- Participate in key management meetings to present procurement’s performance and progress.
- In collaboration with other functions (finance, legal), develop the procurement forms, template, workflows, and processes to be implemented.
- Assist in drafting up the required SOW and identifying key suppliers.
- Work with the Commercial and Legal teams to develop the Terms and Conditions.
- Participate in all contract negotiations.
- Lead communication with suppliers on all critical procurement-related matters.
- Support accounting department to align on invoice accounting and payable days.
- Ensure that policies and procedures are adhered to.
- Maintain high data integrity when inputting records in the company’s database systems
- Provide reporting and analysis on procurement activities, variances and impacts.
- Facilitate the implementation of business specific contracts for services and/or materials
- Successfully executes elements of the project procurement plan in accordance with approved corporate and or project policies, procedures, plans, strategy and budgets.
- Prepare and oversee the preparation of all bid documents, bid tabulations and selection recommendations. This includes preparing the sourcing strategy, bid packages, supplier agreements and overseeing the development of the scope of work.
- Work collaboratively with key project stakeholders to ensure requirements are captured in the total cost of ownership solution.
- Relationship management with vendors and internal stakeholders on all procurement related matters.
- Contract negotiations and preparation, including issuing approval of contract documents, subcontracts and purchase orders.
- Logistics coordination including expediting for critical site deliveries.
- Support the procurement team on daily activities as required
Education and Qualification
- Must have a Bachelor's Degree in Accountant or Finance.
- Must have 5 years of local/regional Procurement management experience, ideally in the Engineering and Construction\EPC industry or on Transit/Rail infrastructure projects.
- Technical depth of knowledge in the areas of construction related materials and services
- Knowledge of procurement principles, techniques, practices and ethics
- Knowledge of fundamentals of contract law, negotiating business agreements, and laws of requesting tenders, proposals, and quotations
