Position Overview
Reporting to the Operations Director, the Regional Manager/Technical Advisor - Prairie Region provides operational leadership, technical expertise and emergency-response support across the Prairie region. The position manages ERAC response teams, assets, preparedness activities and stakeholder relationships within the assigned territory, while remaining available for incident deployment anywhere in Canada. The role supports Plan members through emergency response planning, regulatory compliance, training, assessment and continuous improvement, in accordance with ERAC’s mission, vision and values.
Key Responsibilities
· Act as ERAC’s primary regional operational contact and provide technically authoritative advice to Plan members, authorities having Jurisdiction and other stakeholders during dangerous goods incidents.
· Respond to incidents across Canada as required, work within the Incident Command System, maintain activity logs and support on-scene ERAC personnel, response team leaders and Plan members.
· Manage Prairie Region response teams, contractors, equipment, trailers and other ERAC assets to ensure readiness, regulatory compliance, adequate staffing and rapid deployment.
· Plan, coordinate, deliver and evaluate regional training exercises, drills and live-fire training for LPG and flammable liquids; complete assessments, reports and corrective-action follow-up.
· Develop, review and update Emergency Response Assistance Plans, emergency plans, policies, procedures, technical guidance and training materials that meet or exceed applicable requirements.
· Conduct post-incident and post-exercise reviews with the Operations Director and Safety and Emergency Management leadership, identify improvements and incorporate lessons learned into future training and procedures.
· Inspect, maintain and document assigned vehicles, trailers, response equipment and inventories; coordinate required servicing, testing, procurement and cache development.
· Build and maintain effective relationships with Plan members, railways, carriers, response contractors, first responders, regulators and suppliers throughout the Prairie Region.
· Support outreach and business development by preparing presentations, technical information and talking points, and by identifying opportunities aligned with ERAC’s strategic priorities.
· Maintain accurate and timely records in ERAC systems, including incident reports, training documentation, responder qualifications, equipment status and corrective actions.
· Participate in Operations team meetings and organizational initiatives, complete required Technical Advisor training and perform other duties assigned by the Operations Director.
· Participation in a rotating on-call schedule for HBC duties is a requirement of this position. Employees must be available to respond to HBC-related calls and emergencies during their assigned on-call period.
Performance Expectations
· Respond promptly to activations and be enroute within established ERAC response timelines.
· Complete incident records and close event files within two weeks following an emergency.
· Complete regional exercise documentation in ArcGIS within seven days and track corrective actions to completion.
· Provide timely feedback and summary reports to response teams following training events and incidents.
· Validate responder qualifications, staffing and equipment readiness before exercises and activations.
· Maintain assigned response assets in a deployment-ready condition and keep inspection, maintenance and inventory records current.
· Contribute to the annual regional training plan and delivery targets established by the Operations Director.
Skills and Abilities
· Significant technical knowledge of hazardous materials emergency preparedness, response operations and dangerous goods transportation.
· Sound judgment and the ability to make decisions with limited information in time-sensitive, high-consequence environments.
· Exceptional written, verbal, presentation and interpersonal communication skills.
· Strong planning, organization, report writing, facilitation and time-management skills.
· Ability to train, assess, coach and gain cooperation from diverse response teams and stakeholders.
· Customer-focused, adaptable and able to manage competing priorities while working independently and remotely.
· Proficiency with Microsoft Office and the ability to learn ArcGIS and other industry-specific applications.
· Ability to work irregular and extended hours, participate in rotational on-call coverage, travel frequently and operate in remote locations.
· Ability and experience towing large trailers and moving emergency-response equipment.
Required Qualifications
· Minimum of 7-10 years of experience in hazardous materials emergency response, industrial or municipal firefighting, emergency preparedness, rail operations, oil and gas, chemical operations or a related field.
· Demonstrated experience with dangerous goods incident response, regional training, exercises, technical report writing and problem solving.
· Knowledge of TDG requirements, ERAPs, Transport Canada standards, and applicable federal and provincial regulations.
· Experience with containment, confinement and transfer of bulk LPG, flammable liquids, anhydrous ammonia or other dangerous goods.
· NFPA 1001 Level II, NFPA 1081, NFPA 1041 Level II, and ICS 100, 200 and 300, or equivalent combinations of training and experience acceptable to ERAC.
· Valid driver’s license and insurance, with home-province privileges that permit towing all ERAC trailers.
· Ability to satisfy ERAC requirements for a criminal background check, driver’s abstract, and drug and alcohol testing.
Preferred Qualifications
· NFPA hazardous materials technician or specialist certification, tank car specialist certification or advanced rail response training.
· ICS 400 and experience in leadership roles involving rail, highway or fixed-facility dangerous goods response.
· Experience writing ERAPs, E2 plans, emergency policies, technical procedures and guidelines.
· Experience designing and delivering tabletop, functional and full-scale exercises and live-fire training.
· Working knowledge of ArcGIS geospatial mapping and emergency-response software.
· Bilingual proficiency in English and French would be considered a strong asset due to the national scope of ERAC’s operations and stakeholder interactions across Canada.
Working Conditions
· Frequent travel throughout Canada for incidents, training and meetings.
· Rotational on-call coverage and availability outside normal business hours.
· Work may occur outdoors, near emergency scenes, in industrial environments and at remote locations with limited facilities.
· The role requires the safe use, transport and oversight of emergency-response equipment and trailers.
