Vancouver Coastal Health is looking for a Decision Support Advisor to join the Regional Quality Improvement team in Vancouver, BC. In this position you will provide organizational leadership with respect to information management and analysis, quality measurement and evaluation and utilization strategies.
Your responsibilities in this role will include:
Identifying, developing, implementing and maintaining an innovative response to the quality, utilization and other information needs of Vancouver Coastal Health.
Consultation services, detailed analysis of information including confidential data files; user needs assessment and requirements surveys; integrated report design; development of appropriate database structures and development of dashboards, key performance indicators and balanced scorecards.
As the successful candidate, you will be an integral member of the interdisciplinary team that provides decision support to promote physician performance improvement to improve patient outcome and quality. Your key partnerships will be with physician leads, executive, and senior level management across Vancouver Coastal Health (VCH) and Providence Health Care (PHC), as well as other Decision Support staff and interdisciplinary project team members.

Works with team to identify major milestones, associated tasks and timelines, and monitor progress and managing deliverables. Provides consultative services relating to data analytics. Performs liaison role with Physician Leaders, Senior Leadership Team, and program/service directors to establish user requirements.
Provides leadership and development support for identification of performance indicators across the organization. Provides consultative services relating to quality management principles, concepts, tools and methods. Prepares relevant educational materials and formal presentations.
Provides information support and leadership through expert analytical expertise, facilitation and coaching skills. Develops data collection tools and designs andlead in primary data collection. Provides development support to health outcome and experience based measurement. Provides expert assistance on the assessment of data validity and reliability. Provides appropriate analytics to information.
Prepares confidential analytical reports and briefings, as required, using information at the provincial and regional level in addition to corporate information sources. Maintains current awareness of provincial and regional uses of quality, utilization and financial information and potential implications of associated methodologies.
Supports redesign initiatives by performing diagnostic evaluations and by participating in process review and redesign. Identifies redundant and non-value added tasks and works with project teams to align staffing requirements with revised processes. Provide project management, evaluation and measurement expertise and consultation services to teams, as required.
Implements resource management strategies, such as clinical pathways, across the organization and monitors effectiveness.
Provides development expertise in comprehensive, integrated report design and presentation of financial, statistical and clinical information using desktop on-line application processing tools. Requires extensive liaison with Physician Leaders and other levels of management and access to detailed information of all types (including clinical information, financial information, payroll information, case cost information, outcomes information, etc.). Designs reports with drill-down/roll-up capability at all levels of the organization structure, using information at the encounter level.
Develops and maintains a database inventory detailing database elements, definitions, hierarchical design, interfaces, other business metadata, and hardware and software platforms. Translates information requirements to technical specifications for developers. Liaises with Information Management Information Technology Services to accurately define data extracts from corporate systems and to establish a data transfer timetable to the Decision support Database. Works collaboratively with the Decision Support Team to prototype and test Decision Support applications.
Maintains awareness of current information management trends and issues through literature review; conducting industry comparisons; benchmark reviews; seminars and workshops.
Communicates user requirements to clinical appraisal and coding personnel. Provides education and instruction in use of on-line reports and databases, as developed.
Carries out responsibilities in accordance with health and safety requirements. Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.
Performs knowledge translation/dissemination duties such as conference submissions and coordination for publications.
Education & Experience
Master’s degree in Business Administration, Information Systems or equivalent plus three years experience in Information, Utilization Management and Quality Management.
Knowledge & Abilities
Advanced analytical and problem solving skills.
Excellent communication skills.
Expertise in the area of Decision Support including concepts, tools, methods and workload measurement.
Knowledge of database design and report design at the intermediate to advanced level.
Knowledge and skills in the development of dashboards, KPIs and BSC an asset.
Knowledge of healthcare databases an asset.
Advanced proficiency with desktop analytical tools including MS Office, SQL, SAS or other equivalent tools.
