The Opportunity:
The City of Red Deer is currently recruiting for a Policy Analyst to fill a permanent full-time position. The Policy Analyst is responsible for the coordination and implementation of the Corporate Policy & Procedure Program. Responsibilities include the research, creation, review, development, communication, maintenance of Council and Corporate policies and procedures.
Top Key Responsibilities:
- Policy Development & Advice - Lead and support the development, review, and improvement of corporate and Council policies and procedures. Research municipal issues and provide policy options, recommendations, and drafting support to senior management and departments.
- Legislative & Intergovernmental Coordination - Review legislation and regulatory changes impacting City policies. Gather stakeholder input and liaise with other governments and municipalities to support policy development.
- Policy Administration & Governance - Manage the corporate policy lifecycle, including maintenance, approvals, tracking, and communication. Ensure compliance with statutory, regulatory, and City standards; prepare reports to Council committees.
- Monitoring, Training & Improvement - Conduct compliance audits, recommend program improvements, and assist departments with legislative impact analysis. Develop and deliver training and communicate policy updates to staff and leadership.
- Health & Safety Compliance - Participate in and comply with the City’s health and safety programs and legislative requirements.
As our preferred candidate, you will have:
- Degree in Public or Business Administration, Political Science, Communications or related field.
- Minimum of 5 years of related experience.
- Demonstrate strong analytical and critical conceptual thinking with strong reasoning and problem-solving abilities.
- Supplementary education and experience in local government and leadership.
- This position requires highly developed leadership skills and the ability to work with elected officials, senior management, and department professionals.
- Advanced skills in the following areas are required:

- Demonstrated ability to communicate effectively and courteously, and to provide quality customer service when dealing with City officials, senior management, and staff.
- Proven ability to recognize, understand and contribute to team goals and objectives.

Remuneration: $47.31 to $49.80 per hour
Hours of Work: 75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
