The Director of the Equity, Inclusion, and Human Rights Branch reports to the Executive Director (ED) in charge of Value and Impact Division. This role has both internal and external components, which include leadership for a multifunctional team, developing and executing strategies that support the organizational goals and direction. As well as leading the implementation and monitoring performance of action plans which respond to identified problems and limitations. Providing strategic advice to the executive leadership of the Edmonton Police Service (EPS) in relation to the principles and standards of equity, inclusion and human rights. This role is responsible for guiding policy and recommending resource allocation to ensure the delivery of fair, inclusive and equitable police services to the citizens of Edmonton.
Responsibilities of this position will include:
- Leads and manages staff and project teams (internal and external stakeholders) in the development, implementation and monitoring of organization strategies and action plans, initiatives and projects related to equity, inclusion and human rights.
- Leads a team tasked with the development and implementation of equity, inclusion and human rights initiatives to improve the provision of policing services that are relevant and accessible to all individuals and communities in Edmonton.
- Ensures that strategy development, evaluation and monitoring of programs and services embed equity, inclusion and human rights principles and practices.
- Provides advice/strategic direction to Chief’s Group, senior leadership, and employees within the EPS, which responds to the evolving and complex needs of the organization and increasing diversity of our community.
- Identifies key risks and opportunities and provides recommendations to relevant areas of the organization on issues relating to equity, inclusion and human rights. This includes enterprise wide execution and implementation of Modern Policing Analysis (GBA+) framework and practices.
- Leads a team that leverages and applies research on leading and emerging practices to provide relevant reports, information, recommendations, training and policy development for equity, inclusion and human rights integration into the EPS.
- Develops and presents proposals and action plans for the development of processes and policy to ensure police services are provided in an effective and efficient manner and are in compliance with the EPS Fair and Equitable Policing Policy and Alberta Provincial Policing Standards.
- Oversees the development, implementation and performance management of equity and inclusion practices and principles.
- Identifies external project funding and manages project budgets.
- This position will be responsible for the management of the Equity and Inclusion Branch budget.
- Create a community engagement workplan annually including internal events, external events and sponsorships
- Builds and uses internal and external social networks to strategically navigate organizational culture and structures to integrate equity, inclusion and human rights into organizational policies, and operational practices.
- Builds relationships to ensure that the organization shares a common understanding of the importance of inclusion as integral component to the successful fulfilment of the Edmonton Police Service’s vision and mission.
- Oversee the PACE (Police and Community Engagement) program for the organization that organizes presence of sworn membership at community events.
- Oversees the Respectful Workplace portfolio to support all work by the Edmonton Police Service to achieve its commitment of being a respectful, inclusive and positive work environment that is free from workplace harassment.
- Supervises, leads and manages staff by ensuring clarity of roles and responsibilities, guiding and coordinating workloads, assigning tasks, establishing priorities, providing coaching and leadership to ensure conformity with budgets, schedules, policies/procedures and standards.
- Identifies, oversees the development and facilitation of appropriate education and training to all levels of the organization as it relates to the operational and organizational needs in equity, inclusion and human rights.
- Other related duties as required.
Qualifications:
- A University degree in Human Resources/Business Administration, Public Administration, Social Sciences or a related field or equivalent experience.
- A minimum of 5 years of specialized training, certifications or designations that are directly related to this area of work.
- A minimum of 10 years of progressive leadership training in the area of equity, inclusion and workplace harassment within large complex organizations.
- One or more Appropriate Dispute Resolution certifications such as Attuned Communication and Conflict Resolution, Interest Based Negotiation, Facilitative Mediation is an asset.
- Certification and experience in change management is an asset.
- Certification in Gender-Based Analysis plus (GBA+) required.
- Leadership training certification is considered an asset.
- Experience in Appropriate Dispute Resolution.
- Demonstrated experience with community engagement, anti-harassment/anti-discrimination programs or responses, equity, inclusion and human rights program development, including experience with multiple stakeholder consultations, and working with senior leadership to implement strategies to achieve organizational and operational change.
- Demonstrated knowledge of federal and provincial policy and legislation relevant to equity, inclusion and human rights goals and objectives;
- Demonstrated skills and experience in interviewing, coaching and conflict resolution skills.
- Strong analytical, organizational and interpersonal skills.
- Strong oral and written communication skills, and presentation skills relevant to internal and external audiences
- As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
Hours of Work: 36.9 hours/week, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program
Salary Range: 95M, Salary Grade: ML4, $152,329 - $190,412 (Annually)
