The Senior Financial Analyst plays a critical role in the organization’s financial health. This position is responsible for managing, budgeting and forecasting processes, performing financial analysis and partnering closely with Departmental Managers to provide financial guidance and support across the City.
KEY RESPONSIBILITIES:
- Serve as the main custodian of the City Budget tools (Questica & Open Book); prepare annual Call for Estimates, coordinate departmental budget reviews, and assist managers with budget-to-actual variance monitoring
- Develop rolling forecasts using Questica, Business Central and Power BI; lead monthly business reviews and partner with departments to address financial variance outcomes.
- Conduct cost-benefit and PESTEL analyses, maintain the City KPI Dashboard, and support Enterprise Risk Management heat map reporting to drive evidence-based decisions.
- Act as the primary resource for the City’s Capital and Equipment Reserve Budgets, partnering with Finance leadership to produce the annual budget document for Council review.
- Lead and deliver technology adoption initiatives (including Power BI report creation) to enhance financial processes, accuracy and operational efficiencies.
- Translate complex financial data into clear insights for non-financial stakeholders, Council and leadership while actively modeling corporate values.
QUALIFICATIONS:
- Degree in Business, Commerce or Economics and/or a Chartered Professional Accountant Designation (CPA).
- Minimum of 3 years’ experience in financial analysis, budgeting and Forecasting.
- Valid Clas 5 Drivers License with vehicle for work purposes.
- Working knowledge of software tool such as Business Central and Questica Budgeting and the ability to gain advanced proficiency in Power BI.
- Proven capacity to foster a positive workplace culture
- Strong ability to prioritize, manage tight deadlines and work independently with minimal supervision.
- Excellent verbal and written communication skills with proven ability to prepare and present clear financial reports to council, executive leadership and stakeholders.
- Demonstrated ability to translate complex financial concepts for non-financial leaders and deliver strategic decision support.
