Position Summary
Reporting functionally to the Regional HSE Manager and, at the site level, to the CAM Site Manager, the CAM HSE Manager will be responsible for the implementation, administration, and ongoing coordination of current Legislated, Company, and Customer HSE programs, policies, processes, procedures, and objectives. The HSE Manager will sit as a member of the Site Leadership Team and will serve as both, a subject matter expert and as an advisor within the Leadership Team. The HSE Manager will also foster a positive working relationship with appropriate Customer HSE and Leadership personnel on site.
Primary Responsibilities:
The HSE Manager will maintain a balance between time in the office and time in the field (approx. 75% / 25%).
- Knowing and understanding the requirements of, and liabilities under, the Alberta Occupational Health and Safety Act
- Knowing, understanding, communicating, and ensuring compliance with Legislated safety regulations (Occupational Health and Safety Regulation and Code) and Company/Customer HSE policies and procedures
- Establish and track key leading indicators and report regularly to the Leadership Team
- Establish and track key lagging indicators and report regularly to the Leadership Team
- Based on leading indicators, develop action plans (focus audits, monthly campaigns, training, etc.)
- Assist in the identification workforce training needs
- In conjunction with the Regional Assurance Manager and the Site Manager, ensure that site HASAP, Formal Hazard Assessment, Safe Work Procedures, and other key safety documents are regularly reviewed and updated
- Serve as a source of knowledge related to HSE questions
- Ensuring that site Leadership is an active participant and leads incident investigations and reviews
- Participate in, and assist with, incident investigations and reviews or ensure that the appropriate HSE Advisor participates and assists
- Ensure timely completion of incident and other safety reports (CAM and Customer) and subsequent timely entry into tracking systems (CAN HSE System, etc.)
- Ensure timely completion and distribution of lessons learned and corrective actions related to incidents to all relevant stakeholders
- Assist in identifying opportunities related to the recognition of good performance
Supervisory responsibilities will include the following:
- Ensuring HSE Advisors maintain a balance between time in the office and time in the field (approx. 25% / 75%)
- Assessing competency and capability of HSE Advisors
- Evaluating Advisor capability with regards to training, coaching, and mentoring of CAM personnel and overall skills and knowledge required to execute their role
- Recognizing, issues/problems with the HSE department and escalating for resolution
- Setting and maintaining work standards and outlining behavioural expectations to ensure Advisor morale and productivity
- Applying the company’s corrective action policy where applicable
- Manage all administrative requirements associated with HSE Advisors (time sheets, booking time off, shifts, etc.)
Administrative Responsibilities will include the following:
- Maintaining a daily log or diary
- Preparing of reports and charting of data for presentation to the Leadership Team and the site as a whole
- Preparing of Legislated, CAM, and Customer reports (Assurance System, WCB, Customer Systems, etc.)
- Preparation of presentations showing trends, achievements, gaps, opportunities, etc.
- Maintain documents such as incident logs, action registers, etc.
- Ensure that actioned items have an assigned owner and completion date
- Recommending personnel actions such as hiring, promotions, and corrective action within the HSE department
- Engage the Site Manager and Regional HSE Manager when Corporate requirements are not being met
Qualifications:
- 5+ years’ experience relevant HSE experience required in a similar role.
- Degree – bachelor’s degree in safety or other relevant field of study; or equivalent work experience is preferred.
- Advanced medical and/or HSE certification preferred.
- Industry HSE associations, affiliations and other resources
- Must have working knowledge of project execution in the construction, industrial maintenance, manufacturing or other applicable industrial field.
- Professional designation (i.e. P.E. ASP or CSP) or meeting qualifications of a national or international certifying agency is preferred.
