The challenges that await you
Under the authority of the division head, you will act as a certified evaluator in one and/or both fields of practice of your profession, as defined by the Ordre des évaluateurs agréés du Québec.
To this end, you will carry out any evaluation or appraisal mandate, negotiate any evaluation file with the taxpayer or their representative, draft any evaluation report, justification, studies, standards, procedures, project specifications, and simulation tests, and act as an expert witness in court.
If necessary, you will verify and control the data useful for defining your mandate, participate in multidisciplinary advisory committees, advise and/or train staff within the scope of your responsibilities.
More specifically, you will:
- Identify and analyze the impact of any government and municipal laws or regulations, public services and utilities, and taxation;
- Analyze real estate transactions, determine market variation rates for any neighborhood unit, taking into account the similarities of comparable properties, for the purpose of estimating the most probable market value of any assessment unit;
- Visit the property to verify its physical characteristics, maintenance condition, functional and economic utility, as well as location characteristics. In the case of an income property; you will compile and verify rental spaces, rents and other rental conditions, rental fees, and any conditions related to leasing and maintenance;
- Analyze the rental market conditions of comparable properties and estimate the potential income from renting any property and services to occupants, the probable occupancy rate, operating expenses, in anticipation of calculating net operating income;
- Draft any study, standard, and evaluation procedure, set unit rates and inherent factors applicable to the entire evaluation process;
- Negotiate any evaluation file with the taxpayer or their representative and, if necessary, make any useful recommendations to municipal authorities in accordance with evaluation principles and standards;
- Draft any evaluation and justification report according to the established procedure and particularly in any action for damages and act as an expert witness in court.
The ideal profile for us
- Member in good standing of the Ordre des évaluateurs agréés du Québec;
- Bachelor's degree in administration (concentration in evaluation or urban and real estate management) or equivalent;
- Six (6) years of relevant experience in the role, particularly in the evaluation of commercial, industrial, and institutional properties. Knowledge in the application of the income method and the Quebec Property Assessment Manual is an asset.
