Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including Expansion of the GO Transit Regional Express Rail Service, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.
The Engineering and Asset Management Division (E & AM) is looking for a Manager, Engineering & Construction Assurance (Subway Facilities) within its Facilities Engineering Office. The Manager will be focussed on supporting the successful delivery of the recently announced Subways Expansion Program. This position is focussed on supporting the Design & Construction phase of this work. In that role, the successful candidate will oversee the work of technical consultants and will closely liaise with Metrolinx’s Subways Program Construction Delivery Teams. This position will oversee standards development and related specifications and monitor the work and progress of specialized subject matter experts who will deliver project and site-specific designs, engineering studies, and standards.
Accountabilities for this position primarily focus on the design & build phases of the Stations and Facilities Asset Lifecycle.
Manages the development and implementation of technical (engineering) quality assurance controls and engineering standards. Recommends and leads the development of new or updated business processes in order for staff to carry out all quality assurance and controls processes in a repeatable manner, as well as to enable trend data collection to inform continuous improvement initiatives.
Ensures that functional requirements for the wide array of specialized sub-systems within their assigned portfolio of built facilities are fully integrated, coordinated and are fit for purpose.
Plans and oversees the implementation and delivery of Reliability, Availability, Maintainability and Safety (RAMS) engineering for their assigned portfolio of Facilities assets. This assures that performance metrics related to reliability, maintainability, availability and safety are consistently achieved.
Leads assurance and compliance that all asset data and information is handed over from the constructor, also ensuring that commercial and financial penalties for non-conformances are enforced. Coordinates enforcement actions where necessary with commercial contract holders.
Leads technical requirements management within their assigned portfolio, ensuring that functional requirements and detailed technical requirements are fully aligned. Interface with other asset portfolio holders, as well as other specialized technical, design and operations disciplines.
Provides strategic advice to the Director, Facilities Engineering. Leads multi-discipline teams of external, as well as internal consultants and specialists.
Guides and leads negotiations with diverse stakeholders of peers and subordinates to achieve objectives.
Engages and collaborates with cross-functional and cross-divisional peers throughout the Organization to manage and implement technical standards revisions and internal process improvements.
Creates an environment of continuous improvement, opens channels of communication that invite suggestions and innovative thinking, and proactively seeks best practices.
Plans concurrent multiple and multi-year projects to ensure their timeliness, quality and adherence to standards.
Develops and manages budgets and staffing plans.
Meets objectives and manages multiple work teams within their assigned portfolio; monitors progress to ensure that tasks are delivered on time and within budget, and anticipated business results are achieved; able to explain budget and schedule variances.

Within their assigned portfolio, provides creative leadership with input from others to develop and deploy a strategic vision; helps staff to understand how their work aligns and delivers strategic corporate goals
Location: 20 Bay St, Toronto
Completion of a degree in Applied Science, Engineering, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent
Minimum 8 years’ progressive experience in the area of capital project design and construction quality assurance, preferably within asset-intensive industries such as public transit infrastructure, or commercial, industrial or institutional buildings, and/or the municipal/public infrastructure sector.
Licensed professional engineer or architect is an asset
Detailed knowledge of at least one specialized engineering discipline such as: reliability and safety engineering; design and construction quality assurance; electrical, mechanical, civil or industrial engineering, experience in preparation of tenders and contract management, strong negotiation and communication skills.
Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.)
Strong problem solving, analytical, and organizational skills
MS Office Suite (e.g. Outlook, Word, Excel, PowerPoint, etc.)
Demonstrated experience in making presentations to more senior levels of leadership.
Budget and financial management experience.
Interpersonal, organizational, and oral/written communications skills.
Provide advice on changes to processes and performance requirements.
Experience with vendor management to manage development and delivery of externally provided products and services and to monitor supplier and project consortium work progress.
