Minimum Qualifications:
Completion of a two year Community College program in Law Enforcement or Law and Security
Administration and/or training through the Ontario Association of Property Standards Officers and
Municipal Law Enforcement Association; minimum two (2) years previous experience in law enforcement
and/or security administration.

JOB DESCRIPTION

JOB TITLE: Municipal Law Enforcement Officer II

PRIMARY FUNCTION:
To administer and enforce the Town’s Property Standards/Zoning/Sign By-laws, Weed Control Act, Parking
By-law, Licensing By-law and other regulatory by-laws to effect a reasonable level of compliance.

WORKING PROCEDURES:
Receives and processes complaints related to Property Standards, Zoning, Sign and Parking By-laws, Weed
Control, Licensing and other regulatory by-laws, ensuring the complaints fall within the municipal
jurisdiction and completes the necessary forms, paperwork and follow-up;

Conducts title searches and/or initiates corporate searches to determine ownership of property and
interested parties, etc.

Carries out inspections and/or investigations in accordance with applicable legislation and prepares
thorough and accurate reports/notes to identify compliance/Violations/ contraventions and prepares the
required documentation such as Notices, Orders, etc., and follows-up as necessary for compliance;

Attends and/or initiates court proceedings including preparation of crown briefs for Prosecutor, giving
evidence, presenting the case on behalf of the Town, etc.;

Serves summonses and subpoenas to accused and witnesses as required;

Attends Property Standards Committee meetings as necessary to provide advice and direction
and give deputations;

Enforces the Town’s Parking By-law including issuing tickets, maintaining accurate records and
follow-up and initiates court action as necessary;

Interprets various by-laws and statutes and recommends revisions to municipal by-laws and
operating procedures;

Liaises with other Town Departments, Regional Government including York Regional Police,
Provincial ministries and other government agencies;

Reviews applications, drawings, surveys, etc. in accordance with the Sign By-law;

Delivers agendas to members of Council/Committees as required and performs other courier
duties as necessary;

Fills in for School Crossing Guards as necessary on a back-up/emergency basis;

Provides office coverage in the absence of the secretary.

SKILL/KNOWLEDGE REQUIREMENTS:
Completion of a two year Community College program in Law Enforcement or Law and Security
Administration and/or training through the Ontario Association of Property Standards Officers
and Municipal Law Enforcement Association;

Minimum two (2) years previous experience in law enforcement and/or security administration;

Thorough working knowledge of municipal procedures relating to By-law Enforcement,
Property Standards, Licensing and court procedures;

Excellent organizational/analytical/investigative/problem-solving and oral/written
communication skills;

Ability to respect and maintain confidentiality;

Working knowledge of word-processing software in a Windows environment;
Valid Class G Ontario Driver’s License; Police Vulnerable Sector Check;

Driver’s Abstract;

Ability to work weekends and/or evenings;

Up to one year period of adjustment, orientation and adaptation on the job.
