This competition will be used to fill current and future Financial Officer 5 (FI5) positions across various departments within the Government of Manitoba.
Financial roles encompass a variety of activities that assist departments with planning, financial analysis, accounting and auditing in support of advancing strategic objectives and overall comptrollership within government.

Qualifications:
Essential:
- Post-secondary education in financial management or Chartered Professional Accountant (CPA) designation. An equivalent combination of education, training and experience may be considered.
- Experience applying Generally Accepted Accounting Principles (GAAP) and Government accounting principles, including accrual accounting practices, as well as internal controls.
- Experience in preparing and reviewing complex financial analysis and reports.
- Experience interpreting and applying financial and administrative policies, systems and legislation.
- Extensive knowledge in government financial requirements and processes encompassed in the General Manual of Administration, Financial Administration Manual, and the Financial Administration Act.
- Extensive experience in the evaluation of financial functions and development of financial policies, procedures and guidelines.
- Experience with planning, preparing and analyzing budgets, expenditure control, revenue management, and forecast.
- Experience with the SAP accounting system including the FI module.
- Strong written communication skills for the purpose of preparing reports and correspondence for internal and external stakeholders.
- Strong verbal communication skills and the ability to communicate complex information in a clear and concise manner to a variety of audiences.
- Strong organizational skills, including the ability to prioritize workloads, work independently and manage concurrent assignments with strict deadlines.
- Strong leadership skills with the ability to supervise staff including change management, team leadership, resolving and managing conflicts and work flow.
- Strong interpersonal skills including the ability to facilitate a team environment.
- Superior analytical, problem solving and decision making skills with the ability to make recommendations to senior management.
Desired:
- Working knowledge of public funding administration (e.g. banking, loans, and grants).
Duties:
High level financial roles in government within a variety of departments, duties may include managing the departmental financial accounting systems, including those systems within the corporate SAP environment, and including management of the Accounts Payable and Accounts Receivable processes; coordinating the estimates process including budget preparation, planning as well as budgetary operational control; financial management and control, including analysis, managing financial systems and controls, financial and operational reporting; and oversight of accounting functions including commitment, accrual, cost accounting, auditing and reviews, reconciliations and treasury duties. Consistent with the role and mission of government, financial policies and procedures, legislation and the government's comptrollership framework these positions support senior management and decision making across the organization.
